No person shall operate or conduct a laundry, launderette or similar
establishment or maintain a vehicle or carrier for the transportation of laundry
or clothing within the Borough of Glen Rock for the purpose of cleaning, dry
cleaning, washing, collecting or distributing laundry without having first
procured a license from the Board of Health and without complying in all respects
with the ordinances, rules and regulations of the Board of Health regulating
such operations.
No person shall engage in the operation of an establishment where there
are one or more machines or devices offered for public use which upon insertion
of a coin or token or by other means provide self-service dry-cleaning facilities
without first having applied to and procured a permit from the Board of Health
or without complying with any and all of the provisions of the Coin-Operated
Dry-Cleaning Establishment Code of New Jersey 1962, as adopted and amended
by the Board of Health.
Applications for licenses and permits required under this chapter shall be made to the Board of Health in conformity with the ordinances, rules and regulations of the Board of Health and, in the case of coin-operated dry-cleaning establishments, in conformity with the provisions of the Coin-Operated Dry-Cleaning Establishment Code of New Jersey 1962, as adopted and amended by the Board. Administration and enforcement of licensing under this section shall be vested in the Board of Health, and the application shall also comply in all respects with the regulations of Chapter
15, Fire Department, Chapter
90, Construction Codes, Uniform, and Chapter
230, Zoning.

The annual license fees for the licenses required by this chapter shall
be as are hereafter designated by resolution of the Mayor and Council.

A. No laundry, launderette or coin-operated dry-cleaning
establishment shall begin operations before 7:00 a.m. or continue to operate
after 11:00 p.m.
B. No water from the operation of a laundry or launderette
shall be discharged into the storm sewer of the borough, but shall only be
discharged into the sanitary sewer of the borough. Any and all affluents discharged
shall meet the standards and regulations of the Passaic Valley Sewerage Commissioners.
Any person, firm or corporation who shall violate any of the provisions
of this chapter shall, upon conviction, be punishable by any combination of
the following: a fine not exceeding $1,000, imprisonment for a term not exceeding
90 days or a period of community service not exceeding 90 days.
