Pursuant to the authority of N.J.S.A. 26:3-9,
the Township of Kingwood hereby adopts the provisions of Subdivision
B, N.J.S.A. 26:3-3 to 3-8.1, inclusive, and shall hereafter be subject
to the provisions thereof and shall not be subject to the provisions
of Subdivision C, N.J.S.A. 26:3-9 to 3-16.
The members constituting the Board of Health
of the Township of Kingwood shall consist of the following:
A. One member of the governing body to be appointed by
the governing body.
B. One municipal official, not a member of the governing
body, to be appointed by the governing body.

C. Three citizens of the Township of Kingwood to be appointed
by the governing body. The term of any such citizen member shall terminate
if he or she becomes a member of the governing body.

D. At the option
of the governing body, one of the members, other than the governing
body member, may be a school nurse or physician who may or may not
be a resident of the municipality.

E. There shall be two alternate members, as set forth in §
24-4 below.

The term of the member of the governing body
shall be for one year. The respective terms of the remaining six members
shall be for four years.

A. The Board
of Health shall have two alternate members to be appointed by the
governing body. Alternate members shall be designated at the time
of their appointment as "Alternate No. 1" and "Alternate No. 2" at
the time of their appointment.
B. The terms
of the alternate members shall be for two years, except that the terms
of the alternate members first appointed shall be two years for Alternate
No. 1 and one year for Alternate No. 2, so that the term of not more
than one alternate member shall expire in any one year. A vacancy
occurring otherwise than by expiration of term shall be filled by
the appointing authority for the unexpired term only.
C. An alternate
member shall not be permitted to act on any matter in which he or
she has either directly or indirectly any personal or financial interest.
An alternate member may, after public hearing if he or she requests
one, be removed by the governing body for cause.
D. An alternate
member may participate in discussions of the proceedings but may not
vote except in the absence or disqualification of a regular member.
A vote shall not be delayed in order that a regular member may vote
instead of an alternate member. In the event that a choice must be
made as to which alternate member is to vote, Alternate No. 1 shall
vote first.
