As used in this article, the following terms
shall have the meanings indicated:
LOITERING
Remaining idle in essentially one location and shall include
the concepts of spending time idly, loafing or walking about aimlessly,
and shall also include the colloquial expression "hanging around."

106-9 and
106-10 inclusive shall not be applicable to any public park or public picnic area where the consumption of alcoholic beverages at occasions or events held by bona fide nonprofit organizations or other groups is specifically permitted by resolution of the Mayor and Council.

Any person violating any provision of this chapter
shall, upon conviction, be punishable by a fine not exceeding $1,250
or imprisonment for a term not exceeding 90 days or a period of community
service not exceeding 90 days, or any combination thereof. Each violation
of any of the provisions of this chapter and each day that such offense
shall continue shall be deemed to be separate and distinct offenses.
