No person shall grade or change the grade on a driveway at the intersection
of a public way so as to obstruct the removal of snow, the drainage of water
or otherwise cause hazardous road conditions.
Wherever new construction or alteration is done on a lot fronting upon
a public way, no occupancy permit shall be issued until the Superintendent
of Public Works finds that the grading and drainage of the intersecting driveway
or driveways are adequate and do not obstruct removal of snow or drainage
of water or otherwise cause hazardous conditions.
