It shall be the purpose of this bylaw to lessen
congestion in the streets; to conserve health; to conserve the integrity
of the water supply; to secure safety from fire, flood, panic or other
dangers; to provide adequate light and air; to prevent overcrowding
of land; to avoid undue concentration of population; to facilitate
the adequate provision of transportation, housing for senior citizens,
water supply, drainage, sewerage, schools, parks, open space and other
public requirements; to conserve the value of land and buildings including
the conservation of natural resources and the prevention of blight
and pollution of the environment; to encourage the most appropriate
use of land throughout the Town; including consideration of the recommendations
of the Master Plan; and to preserve and increase amenities by restricting,
prohibiting, permitting or regulating the uses of land, including
wetlands and lands deemed subject to seasonal or periodic flooding,
the uses of bodies of water, including water sources, and the development
of the natural, scenic, historic and aesthetic qualities of the community,
under the authority of MGL c. 40A, MGL c. 40C and Article 89 of the
Amendments to the Constitution.
