This chapter shall be known and may be cited and referred to as the "Snow Hill Halloween Regulations."
The purpose of this chapter is to protect the public health, safety and welfare of the Town of Snow Hill inhabitants by establishing regulations for the conduct of persons in the Town of Snow Hill on Halloween, October 31, of each year and to provide enforcement and penalties for violators of these regulations.
As used in this chapter, the following terms shall have the meanings indicated:
HALLOWEEN
October 31 of each year or any other date which shall be designated by the Mayor and Council for the undertaking of activities and celebration of All Hallows' Eve.

It shall be unlawful for any person over 15 years of age to appear in or upon any of the streets, highways, alleys, public parks, or other public places in the Town of Snow Hill in any mask or disguise whereby the identity of the person is concealed, without permission of the Chief of Police.

It shall be unlawful for any person to appear on the streets, highways, alleys, public parks, public homes, private homes or public spaces in the Town of Snow Hill to make trick or treat visitations, provided that this section shall not apply to children 15 years of age of less who are in costume nor to adults who are accompanying children 15 years of age or less on trick or treat visitations, prior to 8:00 p.m.

Any person who shall violate any provision of this chapter shall be guilty of a municipal infraction as defined in the Annotated Code of Maryland, Article 23A, § 3, and shall be punished by a fine not to exceed $400.
