The Easton Airport be and the same hereby is
created as a department of the Talbot County Government.
The Easton Airport will be maintained as an
airport as provided for in the Md. Code Ann., Transportation Article,
§§ 5-101 to 5-1105, as amended. The department shall
have such other duties as may be prescribed by directive of the County
Manager or by legislative act of the County Council not inconsistent
with the County Charter.
The Easton Airport will operate as a department
administered by a facility manager, who will function as a department
head within the County organizational structure. The Airport Manager
shall be appointed by the County Manager, with the approval of the
County Council, after the recommendations and/or comments of the Airport
Board have been received.
The Airport Manager will be advised by the Airport
Board, which shall perform the duties set forth herein.
The Airport Board shall consist of five members,
each of whom shall be an adult resident of Talbot County. The members
of the Airport Board shall be appointed by the County Council. Each
member shall serve for a four-year term or until a successor is appointed,
except that the first term, which shall commence June 1, 1993, shall
be as follows: one member for one year, one member for two years,
two members for three years and one member for four years. Members
shall be eligible for reappointment. The Board shall annually select
a Chairman and any other officers deemed necessary. Members shall
serve without compensation but shall be entitled to reimbursement
for reasonable expenses duly approved by the County.
The Board shall make recommendations to and
advise the Airport Manager and the County Council relating to policies,
planning, development, operation, management, fees, budgeting, staffing,
and maintenance of the Easton Airport with the goal of having the
Airport operate as a self-supporting enterprise. The Board shall meet
as needed, but at least quarterly, and minutes will be kept of all
meetings. All meetings shall be open to the public unless applicable
Maryland law permits an executive or closed session. The Board shall
report on its activities to the County Council annually and at such
other times as may be requested by the Airport Board or the County
Council.
The County fiscal or budget year begins on the
first day of July and ends on the 30th day of June of the succeeding
year. Notwithstanding the creation of separate enterprise fund accounts
for the Easton Airport, the Airport Manager shall submit an annual
budget for the facility in accordance with applicable County regulations.
The proposed budget shall be submitted to the Airport Board for its
review prior to submittal to the County Manager.
