No person, firm or corporation shall raise, keep, harbor or have in any manner whatsoever any live fowl, pig, cow, horse, beast of burden, sheep, goat or other cattle, or lion or tiger cub, cheetah, snake or other undomesticated animal unless, until and only as long as there has been granted and shall remain in force and effect a permit so to do, issued by the Health Department of the City of Hackensack.

The permit referred to in § 52-1 hereof shall be applied for by written application on forms to be provided by the Health Department.

Said application shall be signed by the applicant or his duly authorized representative and shall authorize any and all officers of the city charged with the enforcement of this Article to inspect said place or premises either prior to the granting of any permit hereunder or at any time thereafter.
A.
No animals shall be allowed to run at large, and such animals shall at all times be housed in a suitable outhouse which shall be at least 40 feet distant from any and all parts of any dwelling occupied by human beings. Such outhouse shall be thoroughly clean at all times.

The floor of such outhouse shall be constructed of concrete or other impervious material and graded so that all liquids not absorbed by the bedding will run off into a properly trapped drain connected with the sewer.
C.
The premises on which said outhouse shall be located shall at all times be kept free from offensive odors or fly-breeding excreta at all times.
D.
All manure shall be kept in metal containers properly covered and so constructed as to be watertight at all times. The contents of said metal containers shall be removed from the premises at least once a week.
E.
Manure pits shall be prohibited.
