A. The fee for a construction permit shall be the sum of the subcode fees listed in Subsection
A(1) through
(3) hereof and shall be paid before the permit is issued.
(1) The building subcode fee shall be:
(a) For new construction: $0.05 per cubic foot of building
or structure volume, provided that the minimum fee shall be $200 for a principal
building.
(b) New construction of an accessory building: $0.05 per
cubic foot of building structure, provided that the minimum fee shall be $50.
(c) For construction of sheds: $0.05 per cubic foot of shed,
with a minimum fee of $25 for a shed of 120 square fee or less and $35 over
120 square feet.
(d) In addition to the above fees, there shall be a state
training surcharge fee of $0.0016 per cubic foot.
(e) For renovations, alterations and repairs:
[1] Fifteen dollars per thousand dollars, with a minimum
charge of $60.
[2] A minimum of $60 for roofing.
[4] For installation of any antenna over 12 feet in height
and over two feet in diameter, a building permit fee of $60 is required. There
is an additional requirement for an electrical permit.
[5] Fences and retaining walls.
[a] Residential: minimum of $20.
[b] Commercial: minimum of $50.
(f) For additions: $0.05 per cubic foot of building or structure
volume for the added portion, provided that the minimum fee shall be $60.
(g) For combinations of renovations and additions, the sum
of the fees computed separately as renovations and additions.
(h) Any installation of a semipermanent trailer, including
a construction trailer: a minimum charge of $60.
(i) Any construction of a modular home: a minimum fee of
$60, plus $15 per $1,000 of estimated costs of the foundation.
(j) For flood plan det. Ltrs/LOI: $70.
(k) For asbestos abatement inspection: $70, plus $14 for
certificate of occupancy.
(l) For radon inspection: $60.
(2) The plumbing subcode fees shall be affixed as follows:

(3) The electrical subcode fee shall be charged in accordance
with N.J.A.C. 5:23-4.20 et seq. There shall be an administrative fee of $25
for each electrical permit issued.
(4) The fee for plan review shall be 20% of the amount to
be charged for the construction permit and shall be paid before the plans
are reviewed. The amount paid as this fee shall be credited towards the amount
of the fee to be charged for the construction permit.
(5) The fee for a permit for demolition of a building in
Use Group R3 shall be $60. Other use groups shall be $10 per $1,000 of estimated
costs of demolition. Accessory structures that are demolished shall be charged
$25 per permit, and condemned structures shall pay $50 per permit.
(6) There shall be a charge of $100 for tennis courts, including
any fences that are installed as the same time.
(7) The fee for a permit for the construction of a swimming
pool with electrically powered filers shall be $10 per $1,000 of estimated
costs of construction, with a minimum fee of $35.
(8) The fee for a permit to construct a sign shall be a minimum
of $25, plus $1 per square foot of surface area.
(9) The fees for certificates of occupancy shall be:
(a) The fee for a certificate of continued occupancy shall
be $50 for residential and $100 for business.
(b) The fee for a certificate of occupancy for a new construction
and the fee for a certificate of occupancy granted pursuant to a change of
use shall be $50.
(c) The fee for a certificate of occupancy for a multiple
dwelling shall be $35 per unit.
(d) The fee for a certificate of occupancy for a new construction
shall be $60.
(e) The fee for a certificate of occupancy for nonresidential
shall be $125.
(10) Mechanical permit fees shall be as follows:
(a) Installation of an elevator or escalator shall be $175.
(b) The fee for an inspection of an elevator or escalator
shall be $50 per inspection, and there shall be a minimum of two inspections
per year.
(c) There shall be an annual charge of $35 for the inspection
of a dumbwaiter, high-pressure boiler, refrigeration system and pressure vessels.
(d) There shall be a quarterly charge of $35 for the inspection
of cross-connections.
(e) Any kitchen exhaust system installed in a commercial
building shall be $100.
(f) In the event that any device is to be replaced in a commercial
establishment, there shall be a charge of $35 per unit for a replacement permit.
(11) Fees to be charged by the Fire Subcode Official for inspections
shall be as follows:
(a) Fireplace or solid-fuel stove inspection: $35.
(b) Gasoline pump inspection: $50.
(c) Commercial oven or stove inspection: $85.
(d) Fire-suppression system, including water sprinklers,
dry chemical, foam, carbon dioxide or Halon:

fee of $25 will be charged if not paid within 30 days of receipt of notice.

(i) Central control stations/fire command: $250.
(j) Manual fire alarm systems: $50, plus $3 for each pull
station.
(k) Automatic fire detection/alarm systems:
(l) Inspection of nursing home: $50 per bed.
(n) There shall be a fee of $35 for any miscellaneous equipment
not covered or contained herein that requires inspection of a residential
or commercial building.

C. The Construction Official shall, with the advice of the
subcode officials, prepare and submit to the Mayor and Council biannually
a report recommending a fee schedule based on the operating expenses of the
agency and any other expenses of the municipality fairly attributable to the
enforcement of the State Uniform Construction Code Act.
D. In order to provide for the training, certification and
technical support programs required by the Uniform Construction Code Act and
the regulations, the enforcing agency shall collect, in addition to the fees
specified above, a surcharge fee of $0.0016 per cubic foot of volume for new
construction. Said surcharge fee shall be remitted to the Bureau of Housing
Inspection, Department of Community Affairs, on a quarterly basis for the
fiscal quarters ending September 30, December 31, March 31 and June 30 and
not later than one-month next succeeding the end of the quarter for which
it is due. In the fiscal year in which the regulations first become effective,
said fee shall be collected and remitted for the third and fourth quarters
only.
E. The enforcing agency shall report annually at the end
of each fiscal year to the Bureau of Housing Inspections, and not later than
July 31, the total amount of the surcharge fee collected in the fiscal year.

shall be for the third and fourth quarters only.

B. The Construction Official shall prepare and submit to
the Mayor and Council biannually a report reevaluating the delineation of
the fire limits. This report shall indicate the recommendations of the Construction
Official, the Building Subcode Official and the Fire Subcode Official regarding
those areas which should be designated as within the fire limits, with the
reasons therefor.
Rules of procedure and operation shall be in accordance with the provisions
of the State Uniform Construction Code Act and the regulations issued pursuant
thereto.

The Fire Subcode Official of the Borough of Haledon shall conduct inspections
of all smoke detectors upon installation in hotels and multiple dwellings
as are regulated by N.J.A.C. 5:10-19.11 (c).
