Promotion shall be on the basis of merit, experience,
education, demonstrated ability and competitive examination and shall
otherwise comply with the provisions of N.J.S.A. 40A:14-129.

A. Police Officer to Sergeant; length of service.
(1) Until January 1, 2010, candidates must have completed
a minimum of four consecutive years' service with the Township of
Hamilton Township Police Department as a police officer, and at least
one of the following:
(a)
Education: an associate's degree or 60 plus
credits in a matriculated program at an accredited college or university.
(b)
Military service: three years' service in the
U.S. military with an honorable discharge.
(c)
Additional service: three years of additional
service with the Township of Hamilton Police Department as a police
officer.
(2) On and after January 1, 2010, candidates must have
completed a minimum of four consecutive years' service with the Township
of Hamilton Township Police Department, and possess 90 plus credits
toward a bachelor's degree and be currently enrolled and matriculated
in a bachelor's degree program at an accredited college or university.
(3) If any rank is created between police officer and Sergeant, then the candidate must hold that position in order to be eligible for promotion to Sergeant in addition to the requirements of Subsections
A(1) and
A(2) above.
B. Sergeant to Lieutenant; length of service.
(1) Until January 1, 2010, candidates must have completed
a minimum of two years' service with the Township of Hamilton Police
Department in the rank of Sergeant, and at least one of the following:
(a)
Education: a bachelor's degree in a matriculated
program at an accredited college or university.
(b)
Thirty credits in a matriculated program at
an accredited college or university and three years of additional
service with the Township of Hamilton Police Department in the rank
of Sergeant.
(c)
On and after January 1, 2010, candidates must
have completed a minimum of two years' service with the Township of
Hamilton Police Department in the rank of Sergeant, possess a bachelor's
degree from an accredited college or university, and be currently
enrolled and matriculated in a master's degree program at an accredited
college or university.
C. Lieutenant to Captain.
(1) Until January 1, 2010, candidates must have completed
a minimum of two years' service with the Township of Hamilton Police
Department in the rank of Lieutenant, and possess a bachelor's degree
from an accredited college or university.
(2) On and after January 1, 2010, candidates must have
completed a minimum of two years' service with the Township of Hamilton
Police Department in the rank of Lieutenant, and possess a master's
degree from an accredited college or university.
D. In the event that a need to promote to any position
arises and no candidates meet the eligibility criteria, then the Township
Committee may choose the candidate who most closely matches the promotion
criteria.
The appropriate authority and the Chief of Police
shall tabulate the raw scores into a composite score based on percentage
of 100 then create a list of candidates from highest to lowest. For
the rank of Sergeant, the Township Committee shall promote in order
from highest to lowest. For the rank of Lieutenant and Captain the
Township Committee may choose any one of the top three candidates
on the list. The list will remain in effect for a period of two years
from the date created.
