As used in this chapter, the following terms
shall have the meanings indicated:
PERSON
Any individual, firm, trust, partnership, association or
corporation.
TRACTOR TRAILERS WITH INTERNAL SLEEPING AREA
This shall be defined for purposes of §
279-2, §
279-3 and §
279-4 to define the portion of a tractor trailer which includes the interior of the tractor portion which not only facilitates the use and operation of the tractor itself but also has behind the driver's seat an area designated for sleeping or resting.

TRAILER
Any movable or portable structure so designed so as to permit
occupancy for dwelling or sleeping purposes, and shall also be defined
to include tents.
TRAILER CAMP
Any plot or tract of land upon which two or more trailers
shall be located.
TRAILER SPACE
A plot of land within a trailer camp designed for the accommodation
of one trailer.
VEHICLE
When used in §
279-2, §
279-3 and §
279-4, shall include automobiles, vans, campers, recreational vehicles and trailers which have sides and a roof.

It shall be unlawful for any person to place
or permit to be placed any bus, bus body, truck, truck body, trailer
van, railroad car, temporary building or movable vehicle on a permanent
foundation or piers in said Township of Hamilton.

Any vehicle, bus, bus body, truck, truck body, vans, railroad
cars, tractor trailer body, shall not be permitted to be used for
dwelling purposes, including temporary dwelling purposes in said Township
of Hamilton.

A. No person shall park or permit to be parked any trailer,
as herein defined, for dwelling purposes, either temporarily or permanently,
upon any street or plot of land within said Township of Hamilton,
except in a trailer camp; and no person shall park or permit to be
parked any trailer in a trailer camp unless such person obtains a
license therefor, with the following exceptions.
B. The aforesaid subsection shall not apply to the owner
of a trailer temporarily living in said trailer and contemplating
the building of a home on a plot of land owned by said trailer owner,
provided that he secures a building permit and completes his home
within six months, and further provided that he complies with all
health and safety laws.
C. Tractor trailers with sleeping compartments shall be permitted to
park in commercial parking lots where the tractor trailer with sleeping
compartments is intending to load or off load at the facility on the
very commercial lot upon which it is parked.

No person shall permit or suffer any trailer
camp conducted, maintained or managed by him or situated or located
upon premises owned by him to be used for immoral purposes, nor permit
or suffer the violation thereon or therein of any penal law of this
state or ordinance of said Township of Hamilton.
A. The annual license fee for each trailer camp containing
five trailer spaces or less shall be $100; for each additional five
trailer spaces or fraction thereof, an additional fee of $25, said
fees to be paid in advance, and said license shall expire December
31 next following its issuance.
B. Application for license to conduct a trailer camp
shall be made, in writing, to the Township Committee and shall state
the name and address of the owner of the premises and person intending
to conduct the same, the exact location and size of the premises,
whether or not an adequate water supply is available, the method adopted
for the disposal of sewerage, garbage, waste or other offensive matter
and such other information as the Committee may require in accordance
with the same sanitary conditions as hereinafter set forth. The application
for a license shall contain a stipulation and agreement that the record
owner of the premises and the applicant or licensee, jointly and severally,
shall reimburse the township for any money expended by it in connection
with the maintenance, relief or hospitalization of any person or persons
domiciled at or residing upon such trailer camp and for any necessary
food, clothing, medicines and medical or surgical care furnished to
or received by any such person or persons. The granting of the license
shall be sufficient consideration for such indemnity agreements.
C. Such licensee as is authorized and issued under this
chapter to conduct a trailer camp shall be required, upon the issuance
of such license, to obtain from the Township Clerk a register information
card, which shall be required to be completed by him, of such person
or persons as shall occupy said trailer camp with trailers, as defined
herein. Such register cards shall be filed with the Township Clerk
on Monday of each week, of all such persons as shall place on said
trailer camp a trailer, as defined under this chapter, during the
previous seven days. At such time said licensee of such trailer camp
shall also make report to the Township Clerk of persons who have left
such trailer camp during said previous seven days, to such report
which had been previously reported upon such information card or cards.
D. It shall also become the duty of such licensee to
conduct a trailer camp under this chapter to prohibit any owner or
operator of a trailer to be and remain upon the trailer camp of said
licensee for a longer period than six days in any calendar year without
a license duly issued by the Township Clerk of said Township of Hamilton
under this chapter.
E. Upon receipt of the application accompanied by the
fee of $100, the Township Committee or its representative designated
for the purpose shall make an inspection and examination of the premises
and thereupon determine the suitability of the premises for use as
a trailer camp and whether or not such premises might be so used without
hazard to health, morals or general welfare.
F. Should such permit be granted, the premises and any
building situate thereon shall be at all times subject to examination
and inspection, by day or night, by proper officers and agents of
the Township Committee, special Police and Fire Departments and Board
of Health, and should any condition be found to exist in or upon said
premises subsequent to the granting of a license, which condition,
in the opinion of the Township Committee or any department, board
or committee thereof, might create a risk, hazard or be detrimental
to private or public health, morals or welfare, the same shall forthwith
be remedied and corrected by the owner, applicant or licensee, upon
notice.
G. Notwithstanding the approval by the Township Committee
and the granting of a license, the Township Committee may at any time,
by written notice to the owner, applicant or licensee, reconsider
any action taken with regard to the issuance of the license, and/or
should the premises be licensed and thereafter be conducted in a manner
injurious to the health, morals or public welfare or should the Township
Committee subsequently consider such trailer camp a public hazard
or nuisance or the owner or operator permit or suffer the use of the
premises for any unlawful purpose, the license to maintain the same
may be revoked forthwith.
All camp cars or trailers shall be required
to register upon parking in any trailer camp, but no license shall
be required for any such camp car or trailer which shall remain not
more than six days upon such trailer camp in any calendar year.
Any camp car or trailer which shall remain in
any trailer camp for more than six days shall be required to be licensed
and pay the fee for the same as hereinafter provided for such camp
car or trailer parked in such trailer camp. Such license shall be
secured from the Township Clerk, upon application for the same.
The license fees for trailers or camp cars as
herein provided shall be $5 a month or any part of a calendar month,
said time to start after the first six days' occupancy in any calendar
year. Such license shall not be transferable.
Trailer camps shall conform to the following
requirements:
A. The camp shall be located upon a site properly graded
and acceptable to the Township Committee as to drainage and health
conditions.
B. Each trailer space provided shall consist of 690 square
feet and shall be at least 23 feet wide and clearly defined. Trailers
shall be so placed or parked on each trailer space so there shall
be at least a fifteen-foot clearance between trailers. No trailer
shall be located closer than 20 feet from any property line abutting
the trailer camp.
C. All trailer spaces shall abut upon a driveway not
less than 20 feet in width, which shall have access to a public street.
All driveways shall be well marked and lighted at night with twenty-five-watt
lamps (minimum) at intervals of 100 feet located approximately 10
to 12 feet above the ground.
D. Each camp shall provide service buildings to house
toilet facilities, bathing facilities, laundry facilities and other
sanitary facilities as hereinafter more particularly described.
E. Each trailer space shall be provided with an electrical
outlet supplying at least 110 volts.
An adequate supply of pure water for drinking
and domestic purposes shall be supplied to meet the requirements of
the camp. The water supply shall be obtained from faucets only. Cold-water-supply
faucets shall be located on each trailer space. Hot water shall be
provided at all times in the service buildings for bathing and laundry
facilities.
Each trailer camp shall be provided with toilets,
baths or showers, slop sinks and other sanitation facilities which
shall conform with the following requirements:
A. Toilet facilities for men and women shall be either
in separate buildings at least 10 feet apart, or if in the same building,
shall be separated by a soundproof wall.
B. Toilet facilities for women shall consist of not less
than one flush toilet for every 10 trailer spaces; one shower or bathtub
for every 10 trailer spaces; and one lavatory for every 20 trailer
spaces. Each toilet, shower or bathtub shall be in a private compartment.
C. Toilet facilities for men shall consist of not less
than one flush toilet for every 15 trailer spaces; one shower or bathtub
for every 10 trailer spaces; one lavatory for every 10 trailer spaces;
and one urinal for every 15 trailer spaces. Each toilet, shower or
bathtub shall be in a private compartment.
D. Service buildings housing these toilet facilities
shall be permanent structures complying with all applicable ordinances
and statutes regulating buildings, electrical, plumbing and sanitation
systems, and shall be located not closer than 10 feet nor farther
than 200 feet from any trailer space.
E. Each service building shall contain at least one slop
sink for each sex and shall be located in a separate compartment.
F. The service buildings shall be well lighted, shall
be well ventilated with screened openings, shall be constructed of
such materials as shall permit repeated cleaning and washing, and
shall be maintained at a temperature of at least 68º F. during
the period from October 1 to May 1. The floors of the service buildings
shall be of a water-impervious material and shall slope to a floor
drain connected with an approved sewerage system.
Laundry facilities shall be provided in the
ratio of one double laundry tub and electric outlet and ironing board
for every 20 trailer spaces. Drying spaces shall be provided sufficient
to accommodate the laundry of the trailer occupants. The service building
housing the laundry facilities shall be a permanent structure complying
with all applicable ordinances and statutes regulating buildings,
electrical, plumbing and sanitation sewerages and systems.
Sewerage and refuse from showers, bathtubs,
toilets, slop sinks and laundries shall be discharged into a sewer
system, disposal plant, septic tank or cesspool system of such construction
and in such manner as will present no health hazard and in compliance
with applicable ordinances and/or statutes. All kitchen sinks, washbasins,
bath or shower tubs in any trailer harbored or parked in any trailer
camp may empty into a sanitary drain located on the trailer space.
Covered metal garbage cans or refuse incinerators
shall be provided to adequately permit disposal or destruction of
all garbage and rubbish. The cans or incinerators shall be kept in
sanitary condition at all times. Garbage and rubbish not burned or
destroyed shall be collected and disposed of at least once each week.
Every trailer camp shall be equipped at all
times with one soda-and-acid-type fire extinguisher of five-gallon
capacity in good working order for every 10 trailer spaces located
not farther than 200 feet from each trailer space. No open fires shall
be permitted at any place which would endanger life or property, nor
shall any open fire be left unattended at any time.
No owner or person in charge of any dog, cat
or other pet animal shall permit it to run at large or to commit any
nuisance within the limits of any trailer camp.
The license certificate for the trailer camp
shall be conspicuously posted in the office or on the premises of
each trailer camp at all times.
The Township Committee may revoke any license
to maintain and operate a trailer camp when the licensee has been
found guilty by a court of competent jurisdiction of violating any
provision of this chapter. Such license may be reissued or reinstated
only if the circumstances leading to the conviction have been remedied
and the camp is being maintained and operated in full compliance with
this chapter and other applicable ordinances and/or statutes.
Any person who shall violate any of the provisions
of this chapter shall be subject to a fine of not more than $200 or
imprisonment in the county jail for a term not exceeding 90 days,
or both, in the discretion of the Judge before whom such conviction
is had.
