As used in this chapter, the following words, terms and phrases shall include the meanings given herein:
ASHES
The solid residue after the combustion of any and all types of solid fuel, such as wood, coal, coke, charcoal or leaves.
GARBAGE
All putrescible animal and vegetable wastes resulting from the handling, storing and preparation and disposal of food in any and all forms.
LITTER
Ashes, garbage, refuse, rubbish, trash and trimmings and clippings, as defined in this chapter, and all other waste materials which, if thrown or deposited as herein prohibited, tend to create a danger to public health, safety and welfare.
REFUSE
All putrescible and nonputrescible solid wastes (except body wastes), including garbage, rubbish, ashes, street cleanings, dead animals, abandoned automobiles and solid market and industrial wastes.
RUBBISH
All nonputrescible solid wastes consisting of both combustible and noncombustible wastes, such as paper, wrappings, cigarettes, cardboard, tin cans, wood, glass, bedding, crockery and similar materials.
TRASH
All old furniture, appliances, rubber tires, junk, cartons, household articles of an unwieldy nature, containers and other odds and ends usually disposed of by householders.
TRIMMINGS AND CLIPPINGS
All collections of leaves, grass, rakings of lawn and yards, tree limbs and branches.

No persons shall sweep, throw or deposit snow or ice into any public roadway or against or around any fire hydrant. No person shall sweep, throw or deposit litter in or upon any occupied or vacant property, whether owned by such person or not, or in or upon any road, land abutting any road, public place, pond, lake, stream or any other body of water or into or at any car, vehicle, structure, fence or person within the Township, provided that nothing in this chapter shall be construed so as to prohibit the depositing of litter in public or private receptacles for collection. Persons placing litter in public or private receptacles shall do so in such a manner as to prevent it from being carried or deposited by natural causes upon any road, public place or private property within the Township.
No owner, tenant or occupant of any occupied or unoccupied land, or part or parts thereof in the Township, shall permit or maintain thereon:
A. 
Any litter; or
B. 
Any refuse or debris resulting from construction activities or the demolishing of a building for a period of more than one month after completion of said construction or demolition.
No person shall keep, store, abandon or leave upon any road or parcel of land any motor vehicle which includes any vehicle propelled otherwise than by muscular power, not currently used for transportation and not licensed for the current license year, or any unused machinery, equipment or parts thereof, provided that nothing in this section shall be deemed to prohibit the placing, keeping or storing of any such motor vehicle, machinery or equipment or parts thereof in a garage or other building.
No person shall cast or place, or cause to be cast or placed, any advertisement, handbill, circular or paper on any road, or into any vestibules or yards, or upon porches of any dwelling house or other buildings, or into or on any vehicle while on a public road or private property; provided, however, that this section shall not apply to newspapers and addressed envelopes delivered to subscribers and addressees. Advertisements, handbills, circulars and papers may be distributed in the Township, provided that the same are securely placed at each dwelling so as not to be blown away by the wind.
No person shall drive or move any truck or other vehicle within the Township unless such vehicle is so constructed or loaded as to prevent any load, contents, dust or litter from being blown or deposited upon any road or public place; nor shall any person drive or move any vehicle or truck within the Township, the wheels or tires of which carry onto or deposit in any road mud, dirt, sticky substances, litter or foreign matter of any kind. Any soil, sand, fill, stone, dry chemicals or fertilizers not in containers shall be either covered completely or wetted down prior to traveling on a road within the Township, in such manner that sand, dirt or dust does not blow from said vehicle; and in no event shall the load protrude more than 12 inches above the sides of the vehicle at the peak or highest point of the load.
If the owner, tenant, occupant or person in charge of the land neglects or refuses to abate or remedy a violation of this chapter within 10 days after notice thereof, the Health Officer or the Construction Official, as the case may be, or his designated agent, shall cause the violation to be abated and remedied. The reasonable cost thereof as determined by the Township Committee shall be charged against the lot on which the violation exists. The amount so charged shall become a lien upon such lot and shall be added to the taxes next to be assessed and levied upon such lot, the same to bear interest at the same rate as taxes and to be collected and enforced by the Tax Collector and in the same manner as taxes.

Any person who violates or fails or refuses to comply with the provisions of this chapter shall be liable to a penalty as provided in § 1-3, General penalty, of the Code of the Township of Harding.
