[Adopted 1-11-1972 by Ord. No. 8-71 (Ch. 121, Art. II, of the 1990 Code)]
No person shall operate any type of unlicensed motor-driven vehicle or conveyance, including, but not necessarily limited to, snowmobiles, two-wheel motor vehicles known as "mini bicycles," "trail bicycles" or "motor scooters" and three- or four-wheel motor vehicles known as "all-terrain vehicles" or "go-carts" under the following circumstances:
A. 
On private property in the Township without the express permission to do so of the owner or occupant of said property.
B. 
On any public road in the Township.
C. 
On public property in the Township without the written permission to do so of the proper public authority.
D. 
In a manner so as to make, continue or cause to be made or continued any noise in violation of the standard set forth in § 258-3 of this Code.
E. 
In a careless, reckless or negligent manner so as to endanger or be likely to endanger the safety of any person or the property of any other person.
This article shall not apply to:
A. 
Police and emergency vehicles.
B. 
Any organization of good moral repute which has applied to the Township Committee and been given permission to use specified vehicles on Township-owned lands in connection with organized and supervised activities, which permission may be subject to such conditions as the Township Committee deems proper; provided, however, that an insurance policy or a certificate of insurance is filed with the Township Clerk and approved as to amount and coverage of the proposed activities by the Township Committee; and provided, further, that the Township Committee is satisfied that the Township will be held harmless for any such use of its lands.
The police shall immediately confiscate any unlicensed motor-driven vehicle operated in an area or in a manner prohibited by § 250-11 of this article. The unlicensed motor-driven vehicle shall be returned upon the direction of the Municipal Court Judge. Any person who is adjudged to have violated the provisions of § 250-11, the owner of the vehicle and any parent who is found not to have exercised reasonable care to control the acts of his child in violation of § 250-11 shall be subject to such fine or imprisonment as the Municipal Court Judge, in his discretion, shall determine and as provided in the general penalty provisions of § 1-3 of this Code, including all towing, storage and other costs incurred by the Township.
