Heating requirements. Every owner of a building or buildings
occupied as residences by two or more families, and every person whether he
be owner, lessor or agent of a building constructed to be occupied as a residence
by two or more families, and where such owner, lessor or agent has agreed
to supply heat, shall supply heat from the first day of September in each
year to the first day of June of the succeeding year so that the temperature
of the apartment where one or more persons reside shall always be kept at
68° F. or above between the hours of 6:00 a.m. and 10:00 p.m. and not
lower than 60° F. between the hours of 10:00 p.m. and 6:00 a.m. the following
morning.
Heating of water. Every owner, lessor or agent of a building
occupied as a residence by two or more families and who has agreed to furnish
the tenants with hot water for bath and laundry purposes shall furnish said
hot water at a temperature sufficiently high, 130° F. to 160° F.,
that it will be hot enough to wash dishes, laundry and for bathing purposes
from 6:00 a.m. until 10:00 p.m.

Any owner, lessor or agent of a building violating the provisions of
this chapter shall be subject to a penalty of not less than $2 nor more than
$500.
