For the purposes of this chapter and in the interpretation and application of all other ordinances and resolutions heretofore or hereafter adopted by the Township, except as the context may otherwise require, the following terms shall have the meanings indicated:
ADMINISTRATOR
The Business Administrator appointed pursuant to the Charter.
CHARTER or TOWNSHIP CHARTER
Mayor-Council Plan E of Chapter 210 of the New Jersey Laws of 1950, as amended and supplemented,[1] and any and all general laws as therein defined which are or may be applicable to the Township.
CLERK or TOWNSHIP CLERK
The Municipal Clerk duly appointed pursuant to the Charter.
COUNCIL
The members of the Township Council constituted pursuant to the Charter.
DEPARTMENT
An organization unit or group of organization units of the Township government or designated as a department by this chapter.
DIRECTOR
The individual placed in charge of a department's activities pursuant to the Charter.
GOVERNING BODY
The Council created and constituted pursuant to the Charter.
MAYOR
The individual serving as chief executive officer of the Township pursuant to the Charter.
MONTH
A calendar month unless otherwise specifically provided.
PERSON
Any corporation, firm, partnership, association, organization or other entity, as well as an individual.
TOWNSHIP
The Township of Jefferson in the County of Morris, State of New Jersey as governed by the provisions of the Charter.
YEAR
A calendar year unless otherwise specifically provided.

This chapter shall be known and may be referred to as the "Administrative Code (1971)."
For the purposes of the Administrative Code and any other ordinances heretofore or hereafter adopted, except as the context may otherwise require:
A. 
The present tense includes the past and future tenses and the future, the present.
B. 
The masculine gender includes the feminine and neuter.
C. 
The singular number includes the plural, and the plural the singular.
D. 
The time within which an act is to be done shall be computed by excluding the first and including the last day, and if the last day be a Sunday or a legal holiday, that day shall be excluded.
E. 
"Writing" and "written" include printing, typewriting, stencil duplicating and any other visual mode of reproducing words or figures on paperlike material which is in general use.
If any article, section or part of this code shall be declared to be unconstitutional, invalid, or inoperative, in whole or in part, by a court of competent jurisdiction, such article, section or part shall, to the extent that it is not unconstitutional, invalid or inoperative, remain in full force and effect and no such determination shall be deemed to invalidate the remaining articles, sections or parts of this code.
All ordinances and resolutions heretofore adopted by the Township are in force and effect to the extent that they are not inconsistent with the Charter or this chapter.
A. 
All ordinances and parts of ordinances heretofore enacted which are inconsistent with any provision of this code are, to the extent of such inconsistency, hereby repealed.
B. 
The repeal of any ordinance or part thereof by this code or by any other ordinance shall not revive any former ordinance or part thereof which may have been repealed by such repealed ordinance or part thereof.

A. 
In addition to all persons and officers authorized pursuant to the provisions of the Jefferson Township Municipal Code and/or otherwise provided by law who are empowered to enforce the provisions of the Jefferson Township Municipal Code, the person designated by the Township administration as the "Code Enforcement Officer" of the Township of Jefferson is hereby authorized to enforce all provisions of the Jefferson Township Municipal Code and to cite violations thereof.[1]
