The Borough of Kinnelon, pursuant to N.J.S.A. 40:66A-32 through 66A-63, both inclusive, and subject to the adoption of parallel ordinances and the execution of the agreement above referred to[1] by and on behalf of the governing bodies of the other municipalities hereinbefore mentioned, hereby establishes and creates and/or joins with the Boroughs of Kinnelon, Butler, Bloomingdale, Pompton Lakes and Ringwood and the Township of Pequannock in the establishment and creation of an authority to be known as the "Lakeland Regional Solid Waste Management Authority."

Editor's Note: The Preamble to this ordinance reads as follows:
Whereas, the Boroughs of Kinnelon, Butler, Bloomingdale, Riverdale, Pompton Lakes and Ringwood and the Township of Pequannock, all municipal corporations of the State of New Jersey, situate in the County of Passaic and the County of Morris, having determined it to be in the public interest to foster and promote the health and welfare of their citizens by instituting and adopting the most efficient and economical methods and systems available and feasible for the disposal of garbage, solid waste and/or refuse matter; and
Whereas, the municipalities aforesaid, have found and determined that the disposal of such garbage, solid wastes or refuse matter can most efficiently and economically be handled by their joint and combined action by and through a solid waste management authority established and created pursuant to N.J.S.A. 40:66A-32 et seq.; and
Whereas, by resolutions adopted by their respective governing bodies the municipalities aforesaid approved in principle the formation of such solid waste management authority in conformance with law and subject to all of the terms and conditions of that certain agreement consisting of 12 pages and 20 paragraphs theretofore circulated among the municipalities; and
Whereas, the governing body passed an identical resolution and introduces this ordinance as a result of the municipalities herein mentioned introducing parallel ordinances.
