If the owner of any lot upon which a building is located shall fail or refuse to display or cause to be displayed the number assigned thereto in conformity with the provisions of this chapter after sixty days of notice to do so, he shall be liable, upon conviction, to one or more of the following at the discretion of the court: a fine not to exceed $1,000 or imprisonment in the county jail for a term not to exceed 90 days or community service not to exceed 90 days, for each offense, and each week after the giving of such notice shall constitute a separate offense. The Construction Official and the Police Department of the Borough of Kinnelon shall be authorized to act as enforcement officers of this chapter.
