The requirements of this chapter shall be enforced by the Construction Official, who shall inspect or require adequate inspection of the work. The Construction Official may seek assistance from the Borough Engineer or the Morris County Soil Conservation District in carrying out any provisions of this chapter.
The Construction Official shall be notified by the applicant at least 24 hours prior to the start of any project.
A. 
The Construction Official may require necessary measures to be promptly installed and may require modifications to the plan when, in his judgment, such are necessary to properly control erosion and sediment.
B. 
In the event of failure to comply with the requirements of this chapter, the Construction Official may revoke building permits, refuse to issue further building permits and issue stop-work orders.
Inspections may be made at any time during construction, and the applicant shall at all times keep a copy of the certified plan at the construction site.
No approval for occupancy of any building shall be granted unless all needed soil erosion and sediment control measures have been completed in accordance with this chapter. A formal report of such compliance must be filed with the municipal officer authorized to issue certificates of occupancy. A copy of this report shall be sent to the Morris County Soil Conservation District.
The applicant shall bear the final responsibility for the installation and construction of all required soil erosion and sediment control measures.
