A service charge in the amount of $20 shall be imposed against the payor and the account for each and every check, draft or similar instrument used for payment of any amount due to the Borough of Longport for any purpose and which is returned to the Borough of Longport for insufficient funds, closed account or other similar reason. Said service charge shall be imposed upon the account for which the returned check was given. The amount of said service charge is substantially equal to the approximate amount of the Borough of Longport's administrative or other related costs where a check or draft has been returned for insufficient funds.
The appropriate municipal officer may demand that future payments for an account for which a check was returned for the reasons aforesaid be made by cash, certified check or cashier's check.
The aforesaid service charge may be collected in any manner authorized by P.L. 1990, Chapter 105[1] and as in the nature of collection of delinquent water, sewer and real estate taxes.
