All bicycles owned or operated by residents in the City of Margate City, Atlantic County, New Jersey, shall be inspected and registered annually with the Fire Department of said City, and a registration decal and an inspection sticker shall be placed upon the bicycle and maintained at all times thereon. The record of the registration shall be filed by the Fire Department with the Police Department of said City, giving the name and address of the owner and the license number of the bicycle.
Any person violating any provision of this chapter may, upon conviction thereof, for the first offense, be deprived of the possession and use of the bicycle for a period not exceeding 10 days; for the second offense, for a period not exceeding 20 days; for the third and subsequent offenses, for a period not exceeding 30 days and/or may be fined not exceeding $25.
