A.
In accordance with the provisions of N.J.S.A. 40:48-2.46 and 39:4-197.5, no person shall park any vehicle in a handicapped designated parking stall in the locations referred to in Schedule A attached to and made a part of this chapter,[1] unless said vehicle displays the official state handicapped license plate or has affixed thereto the special identification certificate or insignia issued by the New Jersey Division of Motor Vehicles pursuant to Title 39 of the Revised Statutes of New Jersey and also unless such vehicle is operated by a handicapped person or a passenger in said vehicle is handicapped.

B.
Any vehicle parked in a parking stall reserved for handicapped drivers which does not display the official state handicapped license plate or special identification certificate or insignia referred to above shall be presumed to have been parked in such a stall unlawfully.
