No person shall, within the limits of said township,
appear on any street, road, avenue, park or other public place in
a state of nudity or make any indecent exposure of his or her person
or commit or do any lewd or indecent act or behave in a lewd or indecent
manner.
No person shall, within the limits of said township,
bathe, swim or be found in a state of nudity in the waters of any
pond, stream or lake or in waters adjacent thereto.
No person shall, within the limits of said township,
disrobe in any automobile, truck or vehicle while the same is upon
any parking place, street, road, avenue, park or other public place.
No person shall, within the limits of said township,
sell or offer to sell any indecent or lewd picture, book or thing
or exhibit or perform any indecent, immoral or lewd play or other
representation.
No person shall, within the limits of said township,
keep or maintain a disorderly house or a house of ill fame or allow
or permit any house, shop, store or other building or structure owned
or occupied by him or her to be used as a disorderly house or house
of ill fame.
No person shall, within the limits of said township,
permit any house, shop, store or other building or structure owned
or occupied by him or her to be frequented or resorted to by noisy,
riotous or disorderly persons or by prostitutes, gamblers or vagrants.
No person shall, within the limits of said township,
operate or use any radio receiving set, phonograph or other sound-producing
instrument, device or apparatus in such manner that the sound thereof
shall annoy any person or persons or disturb the comfort, rest or
repose of any person or persons being in his, her or their place or
places of abode.
No person shall, within the limits of said township,
make or continue or cause to be made or continued any unnecessary
noise which shall disturb the comfort, rest or repose of any person
or persons or annoy any person or persons being in his, her or their
place or places of abode.
No person shall, within the limits of said township,
discard, deposit, throw or leave any wastepaper, tin cans, bottles,
garbage, waste or refuse of any kind whatsoever upon any parking place,
street, road, avenue, park or other public place or upon any lot or
other premises, except in receptacles or containers provided for such
purpose.
No person shall, within the limits of said township,
throw or discard any tin cans, bottles, garbage or refuse of any kind
whatsoever into the waters of any pond, stream or lake or into water
adjacent thereto or discharge any sewage or waste into said waters
or any of them or pollute said waters or any of them in any manner
whatsoever.
No person shall, within the limits of said Township,
loiter on any street, road, avenue or other public place or in or
about any public building, schoolhouse, community house, store or
moving-picture theatre; and no person shall, on any street, road,
avenue or other public place within the limits of said Township, utter
any loud and offensive or indecent language or make offensive remarks
to or upon any person or persons passing long or being upon any such
street, road, avenue or other public place or obstruct or interfere
with any person or persons lawfully being upon any of the same.
No person shall, within the limits of said Township,
go about from door to door or place himself or herself in the streets
or other public place or places to beg or gather alms.
No person shall, within the limits of said Township,
engage or participate in any practice, sport or exercise having a
tendency to annoy, disturb or frighten any person or persons on any
street, road, avenue, park or other public place or having a tendency
to annoy or frighten horses or other animals on any street, road,
avenue or other public place.
No person shall, within the limits of said Township,
willfully and maliciously ring or cause to be rung any bell or alarm
of any fire company and thereby give or cause to be given a false
alarm of fire.
No person shall, on any street, road, avenue,
park or other public place within the limits of said Township, ring
any bell or blow any horn or make any public outcry at or for any
public sale, auction or vendue or to advertise any goods, wares or
merchandise for sale or to attract any attention to or gain passengers
for any cab, taxicab, hack or omnibus.
No person shall, within the limits of said Township,
maliciously destroy, damage or injure any property.
No person shall, within the limits of said Township,
leave or threaten to leave his or her family to be maintained by said
Township or to become changeable thereto; and no person that is a
pauper shall, without lawful authority, return to said township after
having been legally removed therefrom.

Except as provided for in Chapter
88, no person shall, within the limits of said Township, deal, play or engage in faro, roulette or other games of chance, either as banker, player, dealer or otherwise, for the purpose of gambling for money or other valuable things.
No person shall, within the limits of said Township
and without lawful authority, have concealed upon his or her person
any offensive or dangerous weapon.
No person shall, within the limits of said Township,
have upon his or her person any picklock, key, crow, jack, bit or
other implement with an intent to break and enter into any building
or have upon his or her person any pistol, hanger, cutlass, bludgeon
or other offensive or dangerous weapon with intent to assault any
person; and no person shall hide or be found in or near any dwelling
house, warehouse, stable, barn, schoolhouse or any place of public
resort or assemblage for business, worship, amusement or other lawful
purposes with an intent to steal any goods or chattels.
No person shall, within the limits of said Township,
enter the building or go upon the lands of any public school and break,
injure or deface such building or any part thereof or the fences belonging
to or connected with such building or lands; and no person shall disturb
the exercises of any public school or annoy any teacher therein.
No person who, by reason of being under the
influence of intoxicating liquor, is unable to conduct himself or
herself with due care for his or her safety or the safety of other
persons shall at any time be upon any public street, road or avenue
or any park or other public or quasi-public place within the limits
of said Township.
No person owning or having the possession or
custody of any vicious dog shall permit such dog at any time to run
or be at large upon any public street, road or avenue or any park
or other public or quasipublic place within the limits of said Township
or upon any land or premises occupied by such person; and any vicious
dog so at large shall be taken and impounded by the police of said
Township.
No person owning or having the possession or
custody of any dog shall permit such dog, while on any land or premises
within the limits of said Township, to bark, yelp or howl with such
frequency and loudness as to constitute a nuisance disturbing the
comfort, rest or repose of any person being in his or her place of
abode.

Except as provided for in Chapter
88, no person shall have in his or her possession or custody or in any automobile in his or her possession or custody any ticket or tickets, slip or slips, paper or papers, document or documents or memoranda in any way pertaining to the business of a number game; and the term "number game," as used in this section, means any betting on any number or numbers or sets or arrangements of numbers on or according to any plan or method whatsoever.
No person, whether on foot or in an automobile
or other vehicle, except police officers, firemen and other officers
having duties to perform in the interest of public safety and members
of an ambulance crew or first-aid squad, shall enter upon any portion
of any public street, road, avenue, alley, park or other public place
within said Township that shall be temporarily closed to general traffic
by the police or firemen of said Township in the event of a fire,
accident or other casualty, provided that public notice of such closing
shall be given at the site by the police or firemen of said Township
by means of audible warning, hand signals, flares, signs, ropes or
barricades.
No person shall, within the limits of said township,
operate or drive any motortruck or other vehicle or tow any trailer
or other vehicle containing wastepaper, cartons, tin cans, bottles,
ashes, debris, tree or grass cuttings or other trash unless the part
of the motortruck, trailer or other vehicle containing such waste
material shall be completely and securely covered so as to prevent
such waste material or any part thereof from falling or being scattered
upon any road, street, avenue, highway, park or other public place.
No person shall, within the limits of said township,
operate or drive any motortruck or other vehicle or tow any trailer
or other vehicle containing manure, garbage, food wastes, offal or
butcher shop refuse unless the part of the vehicle containing such
waste material is watertight and is completely and securely covered
so that no part of said contents shall fall, leak or spill therefrom
or be exposed to view, provided that the requirement that such part
of the vehicle be covered shall not apply to a motortruck while actually
in use in the process of the collection of garbage under the supervision
of the Department of Public Works of said township.
No person being upon the premises of any office,
bank, store, shop or other place of business, whether or not an invitee
thereon, within the limits of said township, shall fail or refuse
to remove himself and depart from any such premises forthwith upon
being requested or notified to remove himself and depart therefrom
by the owner or lessee of such premises or by the authorized agent
or employee of such owner or lessee; provided, however, that this
section shall not apply to any Sheriff, Deputy Sheriff, policeman
or other officer while lawfully on such premises and engaged in the
performance of his official duty.
No person being upon the premises of any dwelling
house, hotel or boardinghouse, whether or not an invitee thereon,
within the limits of said township, shall fail or refuse to remove
himself and depart from any such premises forthwith upon being requested
or notified to remove himself and depart therefrom by the owner or
lessee of such premises or by the authorized agent or employee or
such owner of lessee or by a member of the family residing in any
such dwelling house; provided, however, that the section shall not
apply to any Sheriff, Deputy Sheriff, policeman or other officer while
lawfully on any such premises and engaged in the performance of his
official duty.
As used in this chapter, the following terms
shall have the meanings indicated:
All fines imposed and collected under and by
virtue of this chapter shall be paid into the treasury of said township.

A. Definitions. As used in this section, the following
terms shall have the meanings indicated:
CONVICTED SEX OFFENDER
A person who has been convicted of a criminal offense against
a minor, or an aggravated offense, sexually violent offense, or other
relevant offenses that involved a minor, as set forth in N.J.S.A.
2C:7-2, and who has been classified as a Tier II or Tier III offender.
RESIDENCE
The place where a convicted sex offender sleeps, which may
include more than one location, and may be mobile or transitory.
B. Sex offender residency prohibition.
(1) No person over the age of 18 who has been convicted
of a violation of any crime against a minor as listed in N.J.S.A.
2C:7-2, and who as a result of said conviction is required to register
with the proper authorities pursuant to N.J.S.A. 2C:7-1 et seq., Registration
and Notification of Release of Certain Offenders, shall be permitted
to reside or live within 2,500 feet of any school, library, park,
playground or child care center in the Township.
(2) A person who resides or lives within 2,500 feet of
any school, library, park, playground or child care center in the
Township shall have 60 days from receipt of written notice of the
prohibition set forth herein to move. Failure to move to a location
which is in compliance with this section within that time period shall
constitute a violation of this section.
(3) This section shall not apply to a person who has established
a residence prior to enactment of this section.
C. Prohibition of sex offender in parks frequented by
children.
(1) No convicted sex offender shall be present in or on
any park or playground which has been designated by Council as a park
or playground frequented by children.
(2) No convicted sex offender shall be permitted to knowingly
loiter on a public way within 300 feet from a park or playground which
has been designated by the Council as a park or playground frequented
by children.
(3) If a police officer reasonably believes that a convicted
sex offender is in a park or playground which has been designated
by the Council as a park or playground frequented by children, the
officer shall require the convicted sex offender to provide his or
her name and address to determine if he or she is on the New Jersey
Sex Offender Registry.
