With respect to applications to the Board of Trustees, Board of Appeals, Planning Board, or any other Village board or agency, the Village Clerk is authorized to establish regulations with respect to the form, content and number or type of copies of such applications which are required to be filed, and the notice to be given for any public hearing before any such board or agency. Where the Village is required to publish any notice or application in electronic form, the applicant shall supply such notice or application in such electronic form as may be required by the regulations of the Village Clerk.

Regulations established by the Village Clerk pursuant to this article shall be effective with respect to any application unless otherwise provided by the Code, or unless the Village board or agency having jurisdiction over such application has adopted a contrary rule of procedure.
In the event of conflict between a provision of the Code, a rule of procedure adopted by a Village board or agency, or a regulation established by the Village Clerk with respect to the form, content, number or type of copies, or notice, required for any application, the provisions of the Code shall have priority, followed by rules of procedure of the board of agency, followed by the regulations established by the Village Clerk.
