As used in this chapter, the following terms
shall have the meanings indicated:
AUTOMOBILE GRAVEYARD
Any building, lot, parcel of ground or other place used for
the assembling, collecting, dumping, storing or keeping of any old,
discarded, abandoned or useless motor vehicles or trucks of every
kind, type, variety and sort for any purpose whatsoever, including,
but not limited to, the purpose of salvage or sale of the whole vehicle
or its parts.
JUNKYARD
Any building, lot, parcel of ground or other place used for
the assembling, collection, dumping, wrecking, storing or keeping
of old metal, machinery, refuse, tinware, bottles, rags, paper or
waste material commonly called "junk."
From and after the passage of this chapter,
it shall be unlawful for any person, association, firm or corporation
to establish any junkyard and/or automobile graveyard or to enlarge
any existing junkyard and/or automobile graveyard either on public
or private property within the limits of the Borough of Bridgeport.
Whenever any automobile or motor vehicle of
any kind shall be placed or stored in any automobile graveyard, all
the gas and oil contained in such vehicle or vehicles shall be drained
and removed therefrom immediately, and no gas or oil shall be permitted
to remain therein.
Within 90 days from the passage of this chapter,
all presently existing junkyards and/or automobile graveyards within
the limits of the Borough of Bridgeport shall be required to have
a solid fence or enclosure properly, firmly and soundly erected, which
shall be not less than seven feet nor more than 10 feet in height.
It shall surround completely said junkyard and/or automobile graveyard,
except that said fence may have a gate or gates for the purposes of
egress and ingress, which shall be closed at all times except when
materials are being conveyed in or out of the premises or people are
entering or leaving the premises. Said fence or enclosure shall have
a neat, clean and uniform appearance.
Such fence or enclosure shall be erected so
as to obscure the premises from public view and shall be maintained
at all times in good condition. It shall be placed not less than 30
feet from the front, side and rear lines of the property.
All junk or scrap piled in the enclosure shall
be piled so as to remain within the enclosure and shall not be piled
higher than the top of the enclosure. All objects in the automobile
graveyard shall be piled so as not to be above the top of such fence
or enclosure.
The gate or gates permitting entry onto the
premises shall be so constructed that when they are not open the junkyard
and/or automobile graveyard shall be obscured from public view.
It shall be unlawful to affix or display on
the fence or enclosure any picture, sign, bill, plaque, pamphlet or
other things.
It shall be unlawful for the operator of any
junkyard and/or automobile graveyard to store any junk and/or abandoned
or useless motor vehicles or trucks or any portion thereof within
50 feet of any front, side or rear property line or within 20 feet
of the fence or enclosure.
It shall be unlawful to burn in any junkyard
and/or automobile graveyard any refuse or junk or abandoned or useless
motor vehicles or trucks or any portion thereof.

Any person who shall be convicted of a violation
of any of the provisions of this chapter before any Magisterial District
Judge shall be punishable by a fine of not more than $1,000 and costs
of prosecution or by imprisonment in the county jail for a term not
to exceed 30 days, or by both such fine and imprisonment. The continuation
of such violation for each successive day shall constitute a separate
offense, and the person or persons allowing or permitting the continuation
of the violation may be punished as provided above for such separate
offense.
