It shall be unlawful for any person to obstruct,
in any manner, with any material, thing or vehicle, the free and full
use by the public of the streets, alleys and sidewalk areas of the
Borough, except to such extent as may be permitted under lawful authority.
Any such obstruction is hereby declared a public nuisance.
It shall be the duty of the Police Department or other proper department of the Borough to remove or cause to be removed from the streets, alleys or sidewalk areas of the Borough to a place of storage any material, thing or vehicle placed thereon contrary to the provisions of §
485-28.
All charges or expenses of removal and storage
of any material, thing or vehicle, in accordance with the provisions
of the preceding section, shall constitute a lien in favor of the
Borough upon the property so removed and stored and shall be paid
to the Borough before any such property shall be released from the
custody of the Borough.

Any person who shall be convicted of a violation
of any of the provisions of this article before any Magisterial District
Judge shall be punishable by a fine of not more than $1,000 and costs
of prosecution or by imprisonment in the county jail for a term not
to exceed 30 days, or by both such fine and imprisonment. The continuation
of such violation for each successive day shall constitute a separate
offense, and the person or persons allowing or permitting the continuation
of the violation may be punished as provided above for such separate
offense.
