There be and is hereby created, in and for the
Borough of Hasbrouck Heights, a General Assessment Board, which Board
shall be charged with the duty of making all assessments for benefits
accruing from local improvements and performing such other duties
as are or may be provided for by statute in such cases.
Such Board shall consist of three members who
shall be appointed by the Mayor, by and with the consent of the Borough
Council, and shall hold office for terms of three years or until their
successors shall have qualified, except that as to the members of
such Board first appointed hereunder, they shall respectively hold
office until 12:00 noon, January 1, 1931, January 1, 1932, and January
1, 1933, or until their successors shall have qualified.
Said Board shall be known as the "General Assessment
Board of the Borough of Hasbrouck Heights."
The members of such Board shall be freeholders
of the municipality and residents thereof, and in the event of any
local improvement in which a member of such Board shall be interested
by reason of the ownership of property to be affected thereby, in
such case, such member shall be disqualified from acting as to the
assessment of benefits for such improvement, and the Mayor, by and
with the consent of the Council, may designate some other person duly
qualified to act for the purpose of making the assessment in such
case.
The members of such Board shall, within 10 days
after their appointment, take and subscribe an oath or affirmation
that they will faithfully and impartially discharge the duties of
their office, which said oath shall be filed with the Borough Clerk,
and the Mayor and Council shall from time to time, by resolution,
fix and determine the salary or compensation to be paid to the members
of such Board.
After the qualification of the members of such
Board, they shall each year organize by the election of one of their
number as Chairman and another as Secretary.
