No person, firm or corporation shall injure or damage, in any way whatsoever, any tree or shrubbery planted in any public highway, park or parkway of the Borough of Hasbrouck Heights or plant, replant, remove, cut or trim the same except with the permission and under the direction of the Superintendent of Public Works.[2]
