There is hereby established, in and for the
Borough of Hasbrouck Heights, such Borough offices, the duties of
such positions defined and the compensation thereof fixed as follows.

A. The Collector shall be the Collector of Taxes of the
Borough and shall perform all of the duties prescribed by the several
statutes of New Jersey pertaining to such office. The Collector shall
hold office for the term prescribed by law. The Borough shall, at
public expense, furnish said Collector with an appropriate office
in the Municipal Building, together with the furnishings and equipment
thereof, and such office shall be open to the public for the transaction
of business on weekdays, except Saturdays, between the hours of 9:00
a.m. and 4:30 p.m. The Collector shall devote all of her time during
regular business hours to the performance of the duties of the office.
The Collector shall be paid such compensation as may, from time to
time, be fixed by the Salary Ordinance of the Borough.
B. In addition to any other powers conferred by law or ordinance, the Tax Collector is hereby empowered to impose a fee or charge as set forth in Chapter
133, Fees, for the first duplicate copy of a tax bill and for each subsequent duplicate copy of the same tax bill ordered in the same tax year.
The Clerk shall do and perform the duties of
the Clerk of the municipality and Clerk to the Mayor and Council of
the Borough and shall be the custodian of the records of the Borough.
He shall hold office as prescribed by statute. The Borough shall,
at public expense, furnish said Clerk with an appropriate office in
the Municipal Building, together with the furnishings and equipment
thereof, and such office shall be open to the public for the transaction
of business on weekdays, except Saturdays, between the hours of 9:00
a.m. and 4:30 p.m. The Clerk shall devote all of his time during regular
business hours to the performance of the duties of the office. In
addition to his other duties, the Clerk shall do and perform such
extra, special duties as may, from time to time, be directed by the
Mayor and Council. He shall be paid such compensation as may, from
time to time, be fixed by the Salary Ordinance of the Borough and,
in addition thereto, such compensation for extra services as may be
approved by the Mayor and Council.
A. There is hereby established the position of Deputy
Borough Clerk. Said Deputy Borough Clerk shall act in the place and
stead of the Borough Clerk during the absence or illness of the Borough
Clerk and shall, in such cases, have all the power and authority of
the Borough Clerk. In addition thereto, said Deputy Clerk shall do
and perform such other duties as may, from time to time, evolve on
said Deputy Clerk by direction of the Borough Clerk or by the Mayor
and Council.
B. Said Deputy Borough Clerk shall be appointed by the
Mayor, with the consent and approval of the Borough Council, and shall
hold office for a term of one year or until a successor shall be appointed
and has qualified.
The Borough Treasurer shall be custodian of
the funds of the Borough in accordance with the statute, and it shall
be the duty of the Treasurer to disburse the same on the order of
the Mayor and Council in the manner provided by law. The Treasurer
shall hold office for the term prescribed by law and shall devote
as much time to the performance of the duties of the position as may
be required. The compensation of the Treasurer shall be such amount
as may, from time to time, be fixed by the Salary Ordinance of the
Borough.

The Borough Engineer shall do and perform such
engineering services as may, from time to time, be directed by the
Mayor and Borough Council in connection with the construction of public
improvements and the maintenance of public works or in connection
with other work in the Borough. Such engineering shall consist of
the designing of such work, the supervision of the construction thereof
and the inspection of the same. He shall hold office for a term of
one year or until a successor shall have qualified and shall devote
such of his time to the performance of the duties of the position
as may be necessary. The compensation of the Borough Engineer shall
be such amount as determined by the Mayor and Council.

The Borough Attorney shall be counsel to the
Mayor and Borough Council and the several boards, commissions and
department heads of the Borough. He shall do and perform all legal
services as attorney as may be regularly recurring in connection with
acting as such counsel. He shall be authorized to appear as attorney
in all litigation in which the Borough or any department is a party.
In addition thereto, he shall do and perform such other special services
as may, from time to time, be directed by the Mayor and Borough Council.
He shall hold office for a term of one year or until a successor shall
have qualified and shall devote such time to the performance of the
duties of his office as may be necessary. The Borough Attorney shall
be paid such compensation for his regular services as counsel to the
Mayor and Borough Council and other Borough departments as may, from
time to time, be fixed by the Salary Ordinance of the Borough and,
in addition thereto, such reasonable compensation for extra services
as may be approved by the Mayor and Council.

There is hereby created the office of Municipal
Prosecutor. Such Municipal Prosecutor shall be appointed annually
by the Mayor, subject to the confirmation of the Borough Council,
and shall hold office for a term ending December 31 of each year or
upon the qualification of his successor. It shall be the duty of said
Municipal Prosecutor to prepare for and attend the trial or hearing
and prosecute all complaints and other matters pending in the Municipal
Court and render such other legal services in the Municipal Court
as may be directed by the Judge. In the performance of such duties,
such Municipal Prosecutor shall be subject to the control of the Borough
Attorney. The Municipal Prosecutor shall be paid an annual salary
as provided by the Salary Ordinance of the Borough.

A. The position of Public Defender to serve in the Municipal
Court of the Borough of Hasbrouck Heights is hereby established.
B. Such Public Defender shall perform such duties as
may be required by law and Rules of Court, and he shall serve in such
position under the specific direction and orders of the Borough Judge.
C. Said Public Defender shall be appointed annually for
a term ending December 31. Such appointment shall be on the nomination
of the Mayor and confirmation of the Borough Council. He shall receive
a salary in such amount as may be determined and paid by the Annual
Salary Ordinance of the Borough.

The Superintendent of Public Works shall be
the superintendent of highways. He shall be in charge of the maintenance,
cleaning and repair of the public streets of the Borough and the municipal
utilities and drains therein situate, have charge of the disposal
of waste, ashes and garbage throughout the municipality and shall
do and perform such other duties as may be directed by the Mayor and
Council. He shall hold office for the term of one year. The Borough
shall, at public expense, furnish said Superintendent of Public Works
with an appropriate office, together with the furnishings and equipment
thereof. Such office shall be open to the public for the transaction
of business on weekdays, except Saturdays, between the hours of 9:00
a.m. and 4:30 p.m. The Superintendent of Public Works will devote
all of his time during regular business hours to the performance of
the duties of the office. He shall be paid such compensation as may,
from time to time, be fixed by the Salary Ordinance of the Borough.

A. There is hereby established the position of Assistant
Superintendent of the Department of Public Works. Said Assistant Superintendent
shall act in the place and stead of the Superintendent of the Department
of Public Works during the absence or illness of said Superintendent
and shall, in such cases, have all the power and authority of said
Superintendent. In addition thereto, said Assistant Superintendent
shall do and perform such other duties as may, from time to time,
evolve on said Assistant Superintendent by direction of the Superintendent
of the Department of Public Works or by the Mayor and Council.
B. Said Assistant Superintendent of the Department of
Public Works shall be appointed by the Mayor, with the consent of
the Borough Council, and shall hold office for a term of one year
beginning January 1. Vacancies shall be filled for the unexpired term
only.
C. The salary and compensation of said Assistant Superintendent
of Public Works is fixed as provided by the Salary Ordinance of the
Borough and shall be paid in the same manner as other Borough employees
and officers are now paid.

The Building Inspector shall be the enforcement
officer for the Zoning Ordinance of the Borough. The Borough shall, at public expense, furnish said Building
Inspector with an appropriate office, together with the furnishings
and equipment thereof, in the Municipal Building. Such office shall
be open to the public for the transaction of business during such
hours as the Mayor and Council may, from time to time, by resolution,
designate. The Building Inspector shall devote all of his time during
regular business hours to the performance of the duties of the office.
He shall be paid such compensation as may, from time to time, be fixed
by the Salary Ordinance of the Borough.

A. There is hereby established the position of Purchasing
Agent of the Borough of Hasbrouck Heights, pursuant to and in accordance
with N.J.S.A. 40A:11-9.
B. It shall be the duty of the Purchasing Agent, upon
the direction of the governing body to purchase, hire, acquire or
engage any supplies, equipment, materials, property or services when
advertising and bidding for the same is required by law or direction
of the governing body, to prepare specifications or to review specifications
otherwise prepared at the direction of the governing body; to direct
the Borough Clerk to prepare and publish the required advertising
for bids; and to direct and supervise the Borough Clerk in the receipt
of bids on behalf of this Borough.
C. It shall be the further duty of the Purchasing Agent,
upon the direction of the governing body, to purchase, hire, acquire
or engage as aforesaid but when the same does not require advertising
and bidding, to supervise and direct the same to assure compliance
with the Local Public Contracts Law and other applicable laws, ordinances and regulations
and to formulate and enforce rules and regulations as may be necessary
to assure such compliance.
D. Said Purchasing Agent shall be appointed upon the
nomination of the Mayor and the confirmation of the Borough Council
for a term of one calendar year.
E. The salary and compensation of said Purchasing Agent
shall be as provided in the Salary Ordinance of this Borough.

A. There is hereby established in and for the Borough
of Hasbrouck Heights the position of Local Hotel and Multiple Dwelling
Inspector.
B. It shall be the duty of the Local Hotel and Multiple
Dwelling Inspector to perform such inspections as may be required
of this Borough pursuant to the agreement of this Borough with the
Department of Community Affairs of the State of New Jersey under its
State-Local Cooperative Housing Inspection Program in the enforcement
of N.J.S.A. 55:13A-1 et seq. and the Regulations for the Maintenance
of Hotels and Multiple Dwellings, N.J.A.C. 5:10-1.1 et seq.
C. The said Local Hotel and Multiple Dwelling Inspector
shall be appointed upon the nomination of the Mayor and the confirmation
of the Borough Council for a term ending on December 31 of this year
and every year hereafter but only while the said State-Local Cooperative
Agreement is in effect.
D. The compensation of the said Local Hotel and Multiple
Dwelling Inspector shall be as provided for under the said State-Local
Cooperative Agreement and shall be derived solely from the fees charged
as provided by law and said agreement.

Under overall direction of the Borough Administrator (BA) and
under the day-to-day supervision of Network Administrator II and with
supervision performs professional work, which includes development,
implementation, and maintenance of multinetwork, multiuser Local Area
Networks (LAN), Metropolitan Area Networks (MAN), and/or Wide Area
Networks (WAN); maintains centralized, decentralized, and remote network
services; maintains and/or supervises maintenance of centralized,
decentralized, and remote network services; maintains and/or directs
maintenance of network security and data integrity; provides and/or
directs consultations and recommendations to infrastructure managers
as required to troubleshoot and resolve network problems, monitor
overall performance, and conduct upgrades as required; takes the lead
in planning upgrades, capacity and communication requirements; maintains
network security and data integrity; provides consultations and recommendations
to infrastructure managers as required to troubleshoot and resolve
network problems, monitor overall performance, and conduct upgrades
as required; may be assigned to the administration of Storage Area
Networks (SANs); does other related duties including website design
and maintenance, phone system implementation and maintenance, support
overall information technology and computer infrastructure Borough-wide
and support BA as necessary with any and all computer or information
technology issues Borough-wide, including Open Public Records Act responses. Provides advice and guidance to colleagues
regarding IT incidents. Maintain installed PCs, networks, telephone
systems and peripherals with routine maintenance. Identify, log and
resolve technical problems with software applications or network systems.
This person shall be paid such compensation as may, from time to time,
be fixed by the Salary Ordinance of the Borough and, in addition thereto, such compensation
for extra services as may be approved by the Mayor and Council.

Under the overall direction of the Borough Administrator (BA),
provides the day-to-day supervision of the Network Administrator I
when needed, performs professional work as identified under the Network
Administrator I job title as well as strategic planning and implementation
of future IT support and project buildouts.
