There is hereby established the position of
a Chief Financial Officer of the Borough of Hasbrouck Heights.

Said Chief Financial Officer shall be a person
possessing at least those qualifications required by N.J.S.A. 40A:9-140.2
and who shall be appointed by the Borough Council for a term of four
years from the first day of the year in which said officer is appointed.

Said Chief Financial Officer shall serve as
a full-time employee and be responsible for the proper financial administration
of the Borough of Hasbrouck Heights as the same is now or may hereafter
be set forth under the Local Government Supervision Act (1947) P.L.
1947, c. 151 (N.J.S.A. 52:27BB-1 et seq.); the Local Bond Law (N.J.S.A.
40A:2-1 et seq.); the Local Budget Law (N.J.S.A. 40A:4-1 et seq.);
the Local Fiscal Affairs Law (N.J.S.A. 40A:5-1 et seq.); the Local
Public Contracts Law, P.L. 1971, c. 198 (N.J.S.A. 40A:11-1 et seq.)
and such other statutes and rules and regulations promulgated by the
Director of the Division of Local Government Services, the Local Finance
Board or any other state agency pertaining to the financial administration
of the Borough of Hasbrouck Heights, all of which duties shall be
under the supervision and at the direction of the Mayor and Council,
and which shall include but not be limited to the following specific
duties:
A. Management and supervision of a Finance Department
of the Borough of Hasbrouck Heights controlling budget, expenditures
and payroll;
B. Preparation of the Borough budgets;
C. Supervision, control and management of the budgets
and expenditures;
D. Supervision, control and management of the Borough's
payroll;
E. Supervision of the Tax Office to the extent the same
is permitted by law and review and approval of master sheet tax proofs;
F. Direction and supervision of any other department
or official in regard to any matter raised in the audit until the
correction of such matter;
G. Periodic examination and evaluation of accounting
methods and controls within all departments of the Borough and reconciliation
of all accounts of the Borough;
H. Posting of general ledgers for all funds;
I. Management of debt and investments, solicitation of
bids for short-term indebtedness and execution and delivery of notes
for the same;
J. Preparation of annual financial statements and annual
debt statements;
K. Preparation of supplemental debt statements as required;
L. Supervision of the applications for grants and filing
of any financial reports required in connection with any grants to
the Borough;
M. Relations with the Division of Local Government Services
of the State of New Jersey; and
N. Maintenance of financial records of the Borough under
the jurisdiction of this office in accordance with all existing accounting
rules, regulations and standards.
The compensation to be paid said Chief Financial
Officer shall be as fixed by the Salary Ordinance of this Borough.
