After consultation with the Police Committee and upon a finding that public safety requires such appointments, the Mayor, subject to the confirmation of the Borough Council, may appoint such number of special law enforcement officers as may be deemed necessary pursuant to the provisions of N.J.S.A. 40A:14-146.8 et seq., each for a term of one year. Such appointments shall be made to one of each of the three following classes:
Class One. Officers of this class shall be authorized to perform routine traffic detail, spectator control and similar duties. Class One officers shall have the power to issue summonses for disorderly persons and petty disorderly persons offenses, violations of municipal ordinances and violations of Title 39 of the Revised Statutes. The use of a firearm by an officer of this class shall be strictly prohibited and no Class One officer shall be assigned any duties which may require the carrying or use of a firearm.
Class Two. Officers of this class shall be authorized to exercise full powers and duties similar to those of a permanent, regularly appointed full-time police officer. The use of a firearm by an officer of this class may be authorized only after the officer has been fully certified as successfully completing training as prescribed by the Police Training Commission.
Class Three. Officers of this class shall be authorized to exercise full powers and duties similar to those of a permanent, regularly appointed full-time police officer while providing security at a public or nonpublic school or county college on the school or county college premises during normal session hours or when occupied by the by students, teachers or professors. Such officers shall not be dispatched to any assignment off school or college property but may respond to off school or college premises if they occur within the Borough while such officer is travelling to a school or college to which that officer is assigned. A Class Three Officer may use a firearm as otherwise provided by law but shall not be authorized to carry a firearm while off duty unless qualified to do so by law as a retired law enforcement officer.
To be qualified for such appointment, it must first be determined by the Chief of Police in consultation with the Police Committee that the prospective candidate possesses those qualification required by N.J.S.A. 40A:14-146.10.
A special law enforcement officer shall receive such compensation as determined by the Mayor and Council and as provided in the Salary Ordinance of the Borough of Hasbrouck Heights.
