Any person who shall own, keep or harbor a dog which has attained the age of seven months or which possesses a set of permanent teeth, within 30 days of establishing a residency in this Borough or in the month of January, whichever is sooner, shall apply for and procure from the Secretary of the Board of Health a license and official metal registration tag for each such dog so owned, kept or harbored and shall place upon each such dog a collar or harness with the registration tag securely fastened thereto. Such license and registration tag shall be renewed every January thereafter.

Any person who shall violate the provisions of § 124-6 hereof shall, upon conviction therefor, become subject to the provisions of the Penalty Enforcement Law (N.J.S.A. 2A:58-10 et seq.), and the Municipal Court of the Borough of Hasbrouck Heights shall have jurisdiction to hear and determine, in a summary manner, proceedings for such violation. Upon conviction, the Judge may impose such penalties as are provided in Chapter 204 of this Code. Said penalty proceedings shall be brought in the name of the Board of Health of the Borough of Hasbrouck Heights, and any and all penalties imposed shall be paid into the treasury of the Borough of Hasbrouck Heights.

Pursuant to the provisions of Section 12 of P.L. 1941, c. 151, as amended and supplemented, the sum as set forth in Chapter 133, Fees, is hereby fixed as the license fee to be paid annually for the licensing of each and every dog which has attained the age of seven months or which possesses a set of permanent teeth, owned, kept or harbored within the limits of the Borough of Hasbrouck Heights, which said license fee shall be in addition to the fees imposed by the State of New Jersey.

A. 
In addition to the fee fixed by § 124-8 as a license fee to be paid annually for the licensing of each dog as defined in said section, there is hereby established and fixed an additional fee as set forth in Chapter 133, Fees, to be paid by any person applying for a license and registration tag pursuant to Section 2 of P.L. 1941, c. 151 (N.J.S.A. 4:19-15.2). This additional license and registration tag fee as set forth in Chapter 133, Fees, to be applied is authorized by P.L. 1983, c. 181,[1] and, as previously stated, said fee is in addition to the fee charged pursuant to Section 3 of P.L. 1941, c. 1951 (N.J.S.A. 4:19-15.3) and shall be forwarded to the Department of Health pursuant to Section 11 of P.L. 1941, c. 151 (N.J.S.A. 4:19-15.11). The fee as set forth in Chapter 133, Fees, authorized to be collected by this section, shall be forwarded to the State Treasurer to be placed in the Pilot Clinic Fund created by the New Jersey Legislature and to be used by the Commissioner of Health for the operation of the animal sterilization pilot clinic established pursuant to that act.

B. 
In addition to the fee charged pursuant to Section 3 of P.L. 1941, c. 151 (N.J.S.A. 4:19-15.3) and forwarded to the Department of Health pursuant to Section 11 of P.L. 1941, c. 151 (N.J.S.A. 4:19-15.11), any person applying for a license and registration tag pursuant to Section 2 of P.L. 1941, c. 1951 (N.J.S.A. 4:19-15.2) shall pay a fee as set forth in Chapter 133, Fees, for any dog of reproductive age which has not had its reproductive capacity permanently altered though sterilization. This provision is enacted in accordance with P.L. 1983, c. 172.[2] The fee authorized to be collected by this section shall be forwarded to the State Treasurer for deposit in the Animal Population Control Fund created by the New Jersey Legislature pursuant to the act providing for the establishment of a program for the spaying and neutering of dogs and cats.[3]

C. 
A fee as set forth in Chapter 133, Fees, shall be paid as the state tag fee.

In addition to any fee or charge herein imposed for the licensing of each dog, there shall be further collected as a separate administrative fee of the Borough of Hasbrouck Heights, upon application for renewal of a license after February 1 of any year, the sum as set forth in Chapter 133, Fees, or, after June 1 of any year, the sum as set forth in Chapter 133, Fees.
