During a period of drought or other circumstances that limit the Town's water supply, the Town Council shall have the power to impose restrictions on water usage, including watering lawns, gardens and other vegetation, filling pools, washing cars or limitation, restriction or prohibition of other water uses as determined necessary by the Council. Any such restrictions shall be enacted by resolution of the Council. After enactment, the restrictions may be lifted by a majority vote of the Council.
