The Board of Registrars of Voters shall consist
of the City Clerk then in office and three other persons appointed
by the Mayor, subject to confirmation by the Council.
In February or March of each year, one Registrar
of Voters shall be appointed for a term of three years. The Registrars
of Voters shall be so appointed that the members of the Board shall,
as equally as possible, represent the two leading political parties.
In no case shall an appointment be made so as to cause the Board to
have more than two members, including the City Clerk, of the same
political party.
No person shall be appointed Registrar or Assistant
Registrar of Voters who is not a resident of the City or who holds
an office either by appointment or election in the City, under the
government of the United States or of the commonwealth, except as
Justice of the Peace, notary public or officer of the state militia.
In addition to such sessions for the purpose
of registering voters as may be required or established by the Board
of Registrars of Voters, sessions therefor shall be held at the office
of the City Clerk from 9:00 a.m. until 5:00 p.m. on every day except
Saturdays, Sundays and holidays, but such sessions shall not be held
during the 20 days preceding and the day following any preliminary,
regular and special municipal elections. At the place appointed for
registration and on the days and during the hours above designated
for that purpose, one member of the Board of Registrars or an Assistant
Registrar designated by the Board for such duties shall be in attendance
and shall receive applications for registration and examine under
oath applicants and witnesses, but all doings of the Registrar or
Assistant Registrar shall be subject to the revision and acceptance
of the Board.
