The Veterans' Service Department shall be under the supervision of the Veterans' Service Commissioner, subject to civil service laws.

The Veterans' Service Commissioner shall act as the disbursing officer of the City for the payment of state or military aid and veterans' aid. He or she shall investigate, determine and ascertain the settlement of any person so applying or receiving such aid and assistance. He or she shall keep a record of all persons who receive such aid from the City but who have legal settlements in any other municipality or do not have any legal settlements in the City. He or she shall keep a record of all persons receiving such aid outside of the City who have legal settlements herein and shall turn over for collection to the City Treasurer all claims of his or her Department against the state or any other municipality for moneys due the City by reason of aid furnished to persons having settlements in such municipalities or for whom the state is liable if such accounts remain unpaid for more than 60 days.
A Burial Agent shall be appointed, subject to the civil service laws, by the Mayor, subject to confirmation of the Council, who shall perform the duties and functions and have the responsibilities provided for in Chapter 115 of the General Laws.[1]

Annually, in the month of April, there shall be appointed by the Mayor, subject to confirmation by the Council, a suitable person, preferably a veteran, to see that every cemetery where there is a grave of any person who has served in the Armed Forces of the United States in time of war and is classified as a veteran of any war is suitably kept and cared for as provided in MGL c. 115, §§ 7, 8 and 9.
The person appointed as the Burial Agent and the person appointed to care for the graves of veterans, as provided for in §§ 3-152 and 3-153, may be the same person.
