Subject to the direction of the Mayor of the City of Fitchburg, the Director, Human Resources, is responsible to perform and/or oversee administrative and technical functions relative to all aspects of the municipal personnel program and to administer the personnel policies of the City of Fitchburg, as defined by Chapter 35, Personnel Policies, of the Code of the City of Fitchburg.

A. 
The Director, Human Resources, shall have the following qualifications:
(1) 
Graduation from an accredited four-year college or university with specific course work in fields related to personnel management.
(2) 
Seven to 10 years' experience in personnel administration.
(3) 
Thorough knowledge of Massachusetts laws, rules and regulations pertaining to unemployment insurance and the civil service system and federal laws pertaining to the Americans and Disabilities Act.
(4) 
Ability to establish and maintain effective working relationships with departmental and municipal officials, employees, their representatives and the general public.
(5) 
Demonstrated proficiency in written and oral communications.
B. 
The City Council, by a majority vote, may waive any one or more of the above stated qualifications and, upon a finding that the recommended candidate to the position Director, Human Resources, has acquired, through relevant experience, equivalent qualifications.
The Director, Human Resources, will plan, administer, direct and/or participate in all aspects of the municipal personnel program, including but not limited to the following:
A. 
Assists in the recruitment, hiring and orientation of new employees;
B. 
Develops and initiates in-service training programs;
C. 
Develops and manages a Citywide centralized personnel recordkeeping system;
D. 
Designs, implements and manages systematic procedures relative to wage and salary administration, position classification, uniform sick leave, workers' compensation, employee grievances, accident prevention and employee assistance programs;
E. 
Interprets established personnel policies for department heads, municipal officials, employees and their representatives;
F. 
Investigates departmental requests for new personnel;
G. 
Assists in or conducts labor relations activities relative to preparation and presentation of negotiation proposals, negotiation and implementation of the provisions of union contracts;
H. 
Serves as civil service representative, interpreting civil service laws, rules and regulations and servicing departments on civil service matters;
I. 
Administers the municipal equal opportunity and affirmative action programs (EEO/AA); acts as the City's coordinator of all programs relative to the Americans with Disabilities Act; and
J. 
Perform other duties, as assigned by the Mayor.
