The Division of Building and Zoning, within the Department of Community Development, shall be under the supervision of the Building Commissioner and shall have the duties described in Chapter 7, and elsewhere in this Code, and the laws of the commonwealth.
The Mayor shall, in January, subject to confirmation by the Council, appoint a Building Commissioner for a term of three years.

The Building Commissioner shall be an able and experienced architect, engineer, builder, contractor or practical mechanic. He or she shall receive such compensation as may be determined by the Council.
