The Inspector of Buildings shall appoint, subject to the approval of the Mayor, and from the classified civil service list, an Inspector of Gas Piping and Plumbing in accordance with the provisions of MGL c. 142, § 11, and may remove him or her and fix his or her compensation in accordance with the provisions of that chapter.

The Inspector of Buildings shall appoint from the civil service list an Assistant Inspector of Plumbing and Gas Fittings, who shall act in the absence or disability of the Inspector or who shall aid and assist the Inspector when called upon by the Inspector so to do. He or she shall also act as the City Plumber.

The Inspector of Gas Piping and Plumbing, appointed in accordance with this article, shall have charge of the Plumbing Division of the Public Buildings Department, subject to the supervision of the Inspector of Buildings. He or she shall not be employed or engaged in any other business or occupation or be interested in and contract for furnishing labor or materials to the Public Buildings Department.
A. 
The Inspector of Gas Piping and Plumbing shall, in addition to the express duties and responsibilities imposed by law, be charged with the following duties:

(1) 
The survey and inspection of all buildings and the enforcement of all ordinances and regulations relating to the installation, repair, maintenance, removal or alteration of any plumbing or plumbing, fixtures, and he or she shall make a written record of any violations thereof.
(2) 
He or she shall examine all applications, plans, specifications and drawings submitted therewith for permits to do plumbing, as defined in the Plumbing Code[1] and Gas Code.

(3) 
He or she shall sign and issue all permits and notices required to be issued by the terms of the Plumbing Code and the Gas Code insofar as they relate to plumbing, unless otherwise expressly provided.
(4) 
Upon receipt of an application from a licensed plumber to do certain plumbing work therein specified, the Inspector of Plumbing shall grant a permit thereon if the application is in due form and complies with the provisions of this chapter and the laws of the commonwealth. He or she shall act upon all applications promptly and in any event within five days after the same have been filed.
B. 
All work done without a permit shall be removed by the doer thereof or owner of the premises if ordered so to do by the Inspector within such reasonable time as the Inspector may specify in the written notice of removal. Any work done without a permit or in violation of the terms of a permit shall be stopped upon order of the Inspector.
