The Building Commissioner shall not grant permits, licenses and approvals for work to be done under the following schedule unless the fees herein provided for have been paid:
A. 
New construction.
(1) 
Single- and two-family.
(a) 
Building: basic, the greater of a minimum fee of $50 or $7 per thousand or fraction thereof.
(b) 
Plumbing: basic, $50, plus $5 per fixture.
(c) 
Gas: basic, $50, plus $5 per appliance.
(d) 
Electrical: basic, $100, plus $50 per service change or new service.
(e) 
Reinspection: $50 per inspection.
(f) 
Mechanical: basic, $50, plus $5 per appliance.
(g) 
Solar: $10 per panel – includes building and electrical permits.

(2) 
Commercial residence, three units and over.
(a) 
Building: basic, the greater of a minimum fee of $50 or $7 per thousand or fraction thereof.
(b) 
Plumbing: basic, $50, plus $10 per fixture.

Gas: basic, $50, plus $10 per appliance.
(d) 
Electrical: basic, $100 per residential unit, plus $50 per service change or new service.
(e) 
Reinspection: $50 per inspection.
(f) 
Mechanical: basic, $50 plus $10 per appliance.
(g) 
Solar: $10 per panel – includes building and electrical permits.

(3) 
Commercial buildings.
(a)

C. 
Penalty. Any person, owner, firm or corporation who erects, constructs, alters, reconstructs, repairs, removes or demolishes any structure, building component, mechanical system or equipment regulated by these fee schedules before obtaining a permit from the Building Department shall be penalized by a fine of $300 per trade/permit for the first offense, $600 for the second offense, and $1,000 for the third and any subsequent offenses as set forth in the State Building Code, 780 CMR 5118, and the penalties and procedures described therein, as the same may from time to time be amended, are incorporated herein.
A. 
Fees.
(1) 
Residence, one- and two-family, commercial residence, commercial, industrial, church and school: a minimum fee of $50 or $7 per thousand or fraction thereof.
(2) 
Temporary signs (off-premises): $25, exempting nonprofit entities.
B. 
All permanent signs shall be reinspected once every five years at the minimum fee.
C. 
All signs erected under a sign permit and all signs erected without a sign permit and in existence at the passage of this article shall be made to conform to all Code requirements of the Code of the City of Fitchburg, § 181.537,[1] and the State Building Code[2] or be removed.

D. 
Penalty. C. 
Code updates and copies at the rate established by the most current regulations implementing the Public Records Act, MGL c. 66.
D. 
Unless otherwise noted, fees shall be based upon the national average costs of construction for the type and use of the building according to the most current RSMeans cost estimating bulletin and calculated by the Building Inspector.

E. 
Each of the following properties shall be inspected pursuant to 780 CMR 110.7, as it may from time to time be amended. The Building Division shall charge the following fees for these inspections and certificates of inspection issued pursuant to 780 CMR 110.7. Any reference to a section of the State Building Code herein shall be taken to mean the section referred to herein or such other section or citation as may later be established by subsequent amendments to the State Building Code which regulate Certificates of Inspection.

(1) 
For Use Groups A-1, A-2, A-3, A-4 and A-5, excluding houses of worship, but including all assembly uses, such as, but not limited to, amusement arcades, art galleries, bars, bowling alleys, cinemas, community halls, concert halls, courtrooms, dance halls, exhibition halls, funeral parlors, indoor gymnasiums/swimming and tennis facilities, lecture halls, libraries, museums, nightclubs, outdoor sports viewing facilities, pool/billiard parlors, restaurants, theaters, waiting areas in transportation terminals:
(a) 
Capacity of over 400: $150 (once a year).
(b) 
Capacity of 400 or less: $75 (once a year).
(2) 
Use Group A-3, houses of worship only: $75 (every five years).
(3) 
Use Group E, educational uses and day-care facilities for children over two years and nine months: $75 (once a year).
(4) 
Use Groups I-1, I-2, I-3 and I-4, institutional uses such as but not limited to adult day care, assisted living, alcohol and drug centers, correctional centers, day care (under two years and nine months of age), detention centers, detoxification facilities, halfway houses, hospitals, jails, mental hospitals, nursing homes, rehabilitation facilities, residential board and care facilities, prisons: $150 (every two years).
(5) 
Use Groups R-1 and R-2, excluding multifamily apartments and summer camps, but including residential uses such as but not limited to boarding houses, convents, dormitories, fraternities/sororities, hotels, motels and monasteries: $75, plus $2 per room (once a year).
(6) 
Use Group R-2, multifamily apartments (three or more units): $75, plus $5 per apartment (every five years).
(7) 
Use Group R-2, summer camps for children: $75, plus $25 per assembly space (once a year).
(8) 
Use Group R-4, group homes (five to 16 residents): $75 (once a year).
(9) 
Use Groups B, F, H, M and S: business offices, factories, gas stations, general service, medical offices, repair facilities, sales offices, showrooms, stores, storage facilities, etc.: $75 (every five years).
(10) 
All publicly and municipally owned buildings are exempt from the fee schedule.
