the 1965 Code]
No person shall in any public street, place,
park or public playground accost or molest another person.
It shall be unlawful for any person to place
any advertisements upon any sidewalk, hydrant, lamppost, tree, telephone,
telegraph or electric light pole, police signal box, fire alarm signal
box, fence or public property in any public or private street or place
within the City.
No person shall distribute or cause to be distributed
any handbill, circular, program or advertising slip in or upon any
street or sidewalk in the City without a permit from the Chief of
Police, except that such handbill, circular, program or advertising
slip may be placed within the doors of stores, offices and business
houses and at the doors of residences.
No owner or person having the care of any sheep,
swine, horses, mules, oxen, cows or other grazing animals shall permit
or suffer the same to go at large or stop to feed on any street or
public place within the City.
No person shall throw the carcass of any dead
animal or any other animal substance likely to putrefy into any pond,
stream or other body of water, or leave such carcass or animal substance
on the surface of the ground or insufficiently buried.
No person in a state of nudity shall bathe in
any pond, stream or other place exposed to public view or in the vicinity
of any dwelling house.

No person shall make any bonfire or other fire
in the open air except as permitted by law, nor in any street or other
open public place, nor within 200 feet therefrom or from any building,
except upon his or her own land and under the permission and direction
of the Chief Engineer of the Fire Department or his or her representative,
for burning chaff or rubbish or for some other reasonably necessary
industrial purpose.
No person shall mix ashes or cinders with other
substances or place or keep them in or near any building in a manner
liable to cause fire.
No person shall coast, play any game, throw
any missile or fly any kite or balloon in any public grounds or swimming
pools under the control of the Board of Park Commissioners, nor place
or keep therein any table, stall, booth or other structure or erection
for the sale or exposure for sale of any goods, wares or merchandise,
except in accordance with the conditions of such permission as the
Board may grant, nor remove any dirt or manure therefrom except under
the Board's direction and permission, nor sit or lounge upon any fence
or post enclosing or in front of such ground.

No person shall behave himself or herself in
a rude or disorderly manner or loiter or use any indecent, profane
or insulting language in any street or public place in the City, or
near any dwelling house or other buildings therein, or in any licensed
place of public amusement, or be or remain upon any sidewalk or upon
any doorstep, portico or other projection from any building or be
on any property other than his or her own, without a right to be there,
to the annoyance or disturbance of any person.
No person shall sell, use or authorize the sale of fireworks, firecrackers, toy pistols or explosive compounds within the City; provided, however, that duly licensed wholesalers may sell fireworks, firecrackers, toy pistols and explosive compounds to retailers for resale outside the City; and provided further that persons having a permit issued under authority of MGL c. 148, § 10A, may purchase fireworks and display them in accordance with the provisions of Chapter
148 of the General Laws and in compliance with the rules and regulations of the Department of Public Safety.

No person shall deliver fuel oil at retail unless
he or she has received a permit so to do from the Chief of the Fire
Department, who shall issue such permits without charge. No person
shall deliver fuel oil to another at retail in quantities in excess
of 10 gallons unless the latter has a permit to keep or store fuel
oil from the Chief of the Fire Department in accordance with the provisions
of MGL c. 148, § 23.

No janitor, watchman or watchwoman or other
person having the care or control of a building or a room in which
there is a hatchway or trapdoor shall allow the same to be left open
at night.
No person shall offer for sale, hawk, peddle
or sell, at either wholesale or retail, any ice that is impure.
No person shall make any indecent figure nor
write any indecent or obscene word upon any fence, building, street
or other public place within the City.
No person shall mar, injure or deface any public
building, police signal box, fire alarm signal box or other City property.

No minor shall be permitted by the keeper or
owner of any billiard room, gaming room or bowling alley or of any
like room or game or amusement kept for hire, gain or reward, or by
any person in charge of the same, to enter or remain upon any premises
where the same is so kept, except by the written consent of his or
her parent or guardian executed upon an official form supplied by
the Chief of Police and signed in his or her presence or that of such
officer as he or she may designate.
No person shall dump any rubbish, ashes, dirt,
materials or debris of any kind, other than sewage or industrial waste,
into the waters or along the banks of the Nashua River in the City.
No person shall erect any buildings or structures
of any kind, class, nature or description within or along the banks
of the Nashua River at such points or in such a manner as to encroach
upon the width of that river or interfere with the free flow of the
waters of the river for its full width.
Section
132-11 shall not apply to the sale of toy pistols, toy canes, toy guns or other devices in which paper caps containing 25/100 grains or less of explosive compound are used if they are so constructed that the hand cannot come in contact with the cap when in place for the explosive, or toy pistol paper caps which contain less than 21/100 grains of explosive mixture; provided, however, that a permit shall first be obtained from the Chief of the Fire Department, who shall establish rules and regulations governing the sale of these articles.
No person shall pollute any brook or other body
of water with any substance which will kill the fish therein or create
offensive smells therefrom so as to injure the public health or annoy
the inhabitants of the City.
A. "Public property," for the purposes of this section,
shall mean any property held for public use by any department or branch
of government, federal, state, county, school or municipal.
B. It shall be unlawful for any person to willfully interfere
with, disrupt or prevent the orderly conduct of any supervised play
or amusement program being conducted by the Recreation Supervisor
of the Board of Park Commissioners of the City in any building, swimming
pool, playground, golf course or park area located in or on any property
within the City.
C. It shall be unlawful for any person to remain in any
building, swimming pool, playground, golf course or park area located
in or on any public property within the City after being advised by
the supervisor of a supervised play or amusement program being conducted
by the Recreation Supervisor of the City in or on any public property
that he or she is interfering with, disrupting or preventing the orderly
conduct of such supervised play or amusement program and after having
been asked to leave any building, swimming pool, playground, golf
course or park area located in or on any public property within the
City.

No person shall give any public address, speech
or harangue in any street without permission therefor from the Chief
of Police.

No person or occupant of any land abutting on
a private passageway which he or she has a right to use or on a public
street or way shall suffer or permit any filth, rubbish or waste to
remain on that part of the passageway or street adjoining such land.
No person, other than an employee of the City
or a person who contracts with the City or the Board of Health so
to do, shall carry in any street house offal, garbage or other refuse
matter except in accordance with a permit from the Commissioner of
Public Works, approved by the Board of Health.
No person shall spit on the floor of any room
in any public building or on the floor of any hall or entrance to
any public building of the City or upon any public sidewalk or upon
any walk in a public park in the City.
No person shall set up or use in any street
any kettle or other receptacle for the purpose of heating tar or any
other substance for roofing or otherwise without obtaining a written
permit from the Commissioner of Public Works.

No person shall keep any pets in premises owned
or managed by the Fitchburg Housing Authority, except birds kept in
cages and fish kept in aquariums, in order to preserve and maintain
the health and safety of the residents thereof.
