It shall be the duty of officers designated by the Chief of Police to enforce the provisions of this chapter. Such officers are authorized to direct all traffic either in person or by means of visible or audible signals in conformance with the provisions of this chapter; provided, however, that in the event of a fire or other emergency to expedite traffic or safeguard pedestrians, officers of the Police or Fire Departments may direct traffic, as conditions may require, notwithstanding the provisions of this chapter.
The Chief of Police is authorized to close temporarily any street in an impending or existing emergency, or for any lawful assemblage, demonstration or procession, provided that there is reasonable justification for the closing of such street.

The Chief of Police is hereby authorized to designate temporary "Tow Zone-No Parking" areas in or on any public way or part thereof as he or she deems necessary to promote the safety and convenience of pedestrian and vehicular traffic in cases of emergency, unsafe conditions, construction, demolition, lawful assembly, demonstration or procession. Said "Tow Zone-No Parking" designation may be in effect for up to 90 consecutive days and may be extended for up to an additional 90 days as the Police Chief deems necessary. Further extensions beyond a maximum of 180 consecutive days may be designated by the Police Chief upon City Council approval. Any person or entity violating said "Tow Zone-No Parking" designation shall be subject to the penalties provided for in Article V, § 169-58 of this Code.
The police shall keep a record of all operators involved in accidents within the City, and the Chief of Police shall report to the Registrar of Motor Vehicles such operators as are found to be constant violators of these regulations.

A. 
The Chief of Police shall make an annual report to the Council concerning the accident situation in the City, accompanied by his or her recommendations.
B. 
The Chief of Police shall include in his or her report to the Council:
(1) 
The number of operators reported to the Registrar of Motor Vehicles.
(2) 
Other pertinent data on safety activities accompanied by his or her recommendations.
(3) 
Plans and recommendations for future traffic safety activities.
