A. 
Every person intending to erect any building or to raise, move or make additions or alterations in any building or its foundations, already erected, or hereafter to be built, except repairs not changing the foundations, external partition or party walls, roofs, chimneys, or stairways, shall before commencing the same or the foundation thereof file an application for a permit with the Building Commissioner, on forms furnished by the Commissioner which shall state the location, dimensions, estimated cost, nature and extent of the proposed work or changes, and purpose for which the building is to be used. The applicant shall also submit two sets of intelligible plans and specifications of the work or buildings for examination and approval. The Commissioner shall also require a plan of the lot on which any proposed building is to be erected to be filed with the application.
B. 
If all the requirements of the general laws and the by-laws of the Town have been complied with, the Commissioner shall thereupon issue such permit to the applicant and shall furnish a card which shall be posted in a conspicuous place on the premises. Within seven days after the completion of the foundation, the applicant shall file with the Commissioner, under penalty of violation as prescribed in § 30-4 of this By-Law, a plot plan showing the location of the foundation on the lot prepared by a registered professional engineer or a registered land surveyor who shall certify on the plan that the location of the foundation complies with the Zoning By-Law.[1]

A. 
No person having obtained such a permit shall proceed with any work without first notifying the Commissioner as to the time such work is to begin.
B. 
Whenever the use to be made of such building, or the plumbing, ventilation or sanitary arrangements therein, shall require the obtaining of a permit from another official or board, the Building Commissioner, before issuing a building permit, shall require the applicant to obtain such other permits.

Permits shall be issued within 15 days of the receipt of the application providing the requirements of this code are fully complied with. Permits shall become void 90 days after date of issue provided the work proposed shall not have been actually commenced and carried on in good faith within that time, or an extension of not more than 90 days shall have been granted in writing by the Commissioner.

Nothing in the foregoing provisions shall prevent the Building Commissioner from issuing a special permit for part of the work while the application is being examined, but no work shall be done except in accordance with the permit.

A. 
No person shall excavate on any land for the purpose of a foundation for a building or structure unless the person first obtains a permit from the Building Commissioner. In issuing such a permit, the Building Commissioner may impose such reasonable limitations upon the manner, the extent, and the time under which and within which the excavating and backfilling may be done.[1] The Building Commissioner may revoke any such permit if its terms have been or are being violated. If the Building Commissioner refuses to issue a permit, or imposes too stringent terms, the applicant may appeal as provided in § 30-36, Appeals.

B. 
If a permit has been issued and then revoked by the Building Commissioner, the permittee may also appeal as provided in said § 30-36.

The Building Commissioner shall not issue a permit for the construction of any building or buildings on any way, public, private, or proposed, if said building or buildings cannot be connected to a water main of sufficient size in the street or way which adjoins the lot on which any building or buildings is to be erected.

A. 
Fees shall be charged by the Building Commissioner to any person, firm or corporation applying for permits for the construction of new buildings, the alteration of existing buildings or the making of additions thereto, said fees to be paid by the applicant when such permits are issued.
B. 
The amount of such fees shall be $15 per $1,000 of the total cost of the work to be done under such permits, as estimated by the Building Commissioner, with the minimum fee for each permit issued of $50. This fee will include the cost of the wiring permit and plumbing permit.
C. 
Any person, firm or corporation that begins construction or alteration without the proper permits shall be required to pay a triple permit fee at the time the permit is issued.
D. 
All fees received by the Building Commissioner shall be turned over to the Town Treasurer as receipts and be accounted for by the Treasurer.[1]

Where a building permit is required, amount of such fees shall be $15 per $1,000 of the total cost of the work to be done under such permits, as estimated by the Building Commissioner. No person may do that person's own plumbing in their own home. Permits are issued to licensed plumbers.
