No person shall carry on the business of dealer in, or keeper of, a shop for the purchase, sale or barter of junk and old metals in the Town of Marblehead, unless he is duly licensed therefor by the Board of Selectmen.
No person shall engage in the buying or collecting of junk or old metals from place to place within the Town, unless he is licensed by the Board of Selectmen.
Every keeper of a shop for the purchase, sale or barter of junk and old metals within the limits of the Town shall keep a book in which shall be written, at the time of every purchase of any such article, a description thereof, the name and age and residence of the person from whom, and the day when, such purchase was made, and such book shall at all times be open to the inspection of the Board of Selectmen, or to any person by them authorized to make such inspection.
Every keeper of a shop for the purchase, sale or barter of junk and old metals within the limits of the Town shall put in a suitable and conspicuous place in his shop a sign having his name and occupation legibly inscribed in letters of at least 1 1/2 inches in size, and such shop and all articles of merchandise therein may be at all times examined by the Board of Selectmen, or by any person by them authorized to make such examination.
Any vehicle, receptacle or place used for the transportation, collection or keeping of junk or old metals by any junk collector may at all times be examined by the Board of Selectmen or by any person by them authorized to make such inspection. The Selectmen may provide that such collectors shall display badges upon their persons, or upon their vehicles, or upon both, when engaged in the collecting, transporting or dealing in junk or old metals.
Every such shop, as described in the preceding sections, shall be closed between the hours of 6:00 p.m. and 7:00 a.m., and no keeper thereof, and no junk collector, shall purchase any of the articles aforesaid during such hours.

Whoever violates any of the provisions of the above sections shall forfeit not more than $50 for each offense.
