[HISTORY: Adopted by the Board of Selectmen of the Town of Middleton 11-10-1993. Amendments noted where applicable.]
On December 29, 1987, the Board of Selectmen adopted the provisions of MGL c. 40, § 39J (Pricing system; costs). The following pricing system for the Town of Middleton is now in place:
A.
There shall be no charge to developers or homeowners who have paid for the extension of the water main along any major street to provide new water service to a new subdivision or any new lot. The Town will supply hydrants and gates for the existing streets. Hydrants within the development are the responsibility of the developer.
B.
There shall be a charge of $2,000 per diameter inch of domestic service for all others. For example, a typical one-inch domestic service will be charged for the connection fee if it has not paid to extend the Town main to its property.
C.
Other charges. The costs of lateral connections within the public way which extend to a private water service will be paid for by the customer and not the Town. The customer will also be responsible for the repair of the street in full compliance with the Department of Public Works Street Highway Opening Regulations.

The purpose of the above pricing system as adopted by the Middleton Board of Selectmen is to fund a portion of the cost of providing water at adequate pressure to meet the increasing demands for water by the cumulative effect of new residential, commercial, and industrial units being supplied with water.
B.
A second purpose is to provide funds for the adequate maintenance of said system.
C.
A third purpose is provide funds to meet priorities and water needs established by the Town.
D.
A fourth purpose is to promote water resource management and planning.
