No person shall operate a motor vehicle of any kind on the ice-covered surface of any body of water to which the public has a right of access without having first obtained a permit from the Chief of Police or his designee.

No person shall deposit or allow to remain any rubbish, debris or other substance, whether natural or artificial, on the ice-covered surface of any body of water to which the public has a right of access.
