When any vehicle is parked or abandoned on any highway in the Village
during a snowstorm, flood, fire or other public emergency which affects that
portion of the public highway upon which said vehicle is parked or abandoned,
or when any vehicle is found unattended on any highway in the Village where
said vehicle constitutes an obstruction to traffic, or when any vehicle is
parked or abandoned on any highway within the Village where stopping, standing
or parking is prohibited, such vehicle may be removed by authority of the
Superintendent of Public Works.
After removal of a vehicle as provided in this article, the Superintendent
of Public Works may store such vehicle in a suitable place at the expense
of the owner. Such owner, or person in charge of the vehicle, may redeem the
same upon payment of the charges to the owner of the garage doing the towing.
It shall be the duty of the Police Department to ascertain to the extent possible
the owner of the vehicle, or person having charge of the same, and to notify
him or her of the removal and disposition of such vehicle and of the amount
which will be required to redeem the same.
