A. 
All new roads shall be constructed such that the width of the right-of-way will be 50 feet. The riding surface shall be 20 feet wide, and the shoulders shall be four feet wide.
B. 
All dead-end roads shall have a turnaround area of a sixty-foot radius to provide adequate area for snowplows and other equipment to turn around.
A. 
All topsoil shall be removed from the full width of road, including ditches. This subbase shall be graded, shaped and rolled with a ten-ton roller.
B. 
A filter fabric, Dupont Typar or equal, shall be installed over subbase for the full twenty-foot width of riding surface.
C. 
Eight feet of bank-run gravel shall be applied over full width of road, including shoulders, and rolled and compacted with a ten-ton roller.
D. 
Four feet of Item 4 (New York State Department of Transportation specifications) screened gravel shall be applied over full width of road, including shoulders, and rolled and compacted with a ten-ton roller.
E. 
Liquid calcium shall be applied over full width, including shoulders, at a rate of .25 gallons per square yard in two separate applications for a total amount of .5 gallons per square yard.
A. 
Ditches must be cut to a proper distance below the surface of the road to allow adequate drainage. On hills, and where a high velocity of water is expected, ditches shall be lined with stone a minimum of six inches in diameter.
B. 
Culvert pipes of not less than 15 inches in diameter, constructed of concrete or equivalent, and meeting New York State Department of Transportation specifications shall be used where needed under roadway. Placement and size of all culvert pipe must meet approval of the Highway Superintendent.
C. 
The road must be constructed with the proper slope and elevation to allow easy runoff of water. It shall be pitched 1/2 inch to 3/4 inch per foot from the crown to the edge of riding surface.
The Highway Superintendent shall approve the location of all driveway entrances and the location and size of culvert pipe to be used. Galvanized pipe may be used at driveway entrances and shall be installed at owner's expense. No driveways shall be constructed to enter roadway within any turnaround area.
Guardrail shall be installed on curves where needed, over all culverts and wherever else needed. The type of guardrail to be used, and the location, shall meet with the approval of the Highway Superintendent.
Signs shall be provided by the developer where needed, as specified by the Highway Superintendent.
The approval of the Highway Superintendent is needed prior to any work being done. An engineer may be hired by the town to approve any part or all of the developer's proposal or work. He shall be paid by the town, and the town shall be reimbursed by the developer.
A performance bond, in the form of a certified check or irrevocable letter of credit, in an amount determined by the Planning Board, shall be posted by the developer, for a length of time determined by the Planning Board.
All of the preceding specifications are minimum standards, and stricter ones may be imposed or required by the town.
