A. 
There shall be a Planning Board for the Town of Geneseo, Livingston County, New York, to be known as the "Town of Geneseo Planning Board," consisting of seven members appointed according to the requirements of Article 16 of the Town Law.
B. 
There shall be appointed a Chairman of said Planning Board.
C. 
Alternate Planning Board member.

(1) 
The Town Council may, by resolution, appoint an alternate Planning Board member to serve such term as established by resolution of the Town Council in the event that a sitting Planning Board member is unable to serve by reason of a conflict of interest or is otherwise unable to serve for any reason.
(2) 
The Planning Board Chairperson may designate the alternate Planning Board member to serve in the place of a sitting Planning Board member when such member is unable to participate in proceedings of the Planning Board due to a conflict or he/she is otherwise unavailable. When so designated, such alternate Planning Board member shall have all the powers and responsibilities of a full member of the Planning Board. Such designation shall be entered into the minutes of the initial Planning Board meeting at which the designation occurred.
(3) 
All other provisions of law relating to Planning Board member training, and continuing education, attendance, conflict of interest, compensation, eligibility, vacancy in office, removal and service on other boards shall also apply to any alternate Planning Board member.
A. 
Pursuant to said Article 16 of the Town Law, said Planning Board is hereby authorized and empowered to approve plats showing lots, blocks or sites with or without streets or highways within that part of said Town outside the limits of any incorporated city or village and to pass and approve the development of plats already filed in the office of the Clerk of said county if such plats are entirely or partially undeveloped.
B. 
Said Planning Board is authorized and empowered to approve or disapprove:
(1) 
Changes in the lines of existing streets, highways or public areas shown on subdivision plats or maps filed in the office of the Clerk of said county.
(2) 
The layout, closing off or abandonment of streets or highways or public areas under the provisions of the Town and Highway Laws within that part of said Town outside the limits of any incorporated city or village, subject to final approval of the Town Board.
