The veterans exemption from real property taxes granted on any real property in the Town of Geneseo pursuant to Subdivision 5(b) of § 458 of the Real Property Tax Law shall be increased or decreased in the same proportion as the assessed valuation of such property on the assessment roll to be finally completed and filed in 1983 and subsequent years bears to the value of such property on the 1979 assessment roll, said real property having been assessed at full value commencing with the 1980 assessment roll.
