An advisory council to be known as the "Hatfield Township Environmental Advisory Council" is hereby created and shall continue to function until this Article
IV is revoked.
The Environmental Advisory Council (EAC) shall
be composed of five residents of this Township.
Council members shall be appointed in accordance
with the following procedures:
A. All Council members shall be appointed by the Board
of Commissioners.
B. Council members' terms of office shall expire on the
first Monday in January following the last year of their term in office.
C. Duly appointed Council members shall serve terms of
three years, except that initial appointment shall be so staggered
that the terms of approximately 1/3 of the membership shall expire
each year.
D. Whenever possible, one member shall also be a member
of the local Planning Commission.
E. Current,
ward-based members shall remain in place and fulfill their respective
terms accordingly. Upon reappointment, their membership shall continue
to be ward-based and fulfill the five ward-based seats.

F. Five additional
members shall be appointed, at-large, by the Board of Commissioners,
as needed, to fulfill the desire for a ten-member EAC. Said members
shall have staggered terms upon initial appointment to provide smooth
transition and continuity among the Committee members.

Council members shall receive no compensation
for their services, but may be reimbursed for the expenses actually
and necessarily incurred by them in the performance of their duties.
The EAC is to be advisory to and shall coordinate
its activities with the Board of Commissioners and such other local
government agencies as deemed appropriate by the Board of Commissioners.
The Board of Commissioners shall designate the
Chairman of the Council.
The Environmental Advisory Council shall undertake
such environmental tasks as requested by the Board of Commissioners
of the Township for the promotion and conservation of the natural
and historic resources and for the protection of and improvement to
the quality of the environment within the Township.
The Environmental Advisory Council shall keep
records of its meetings and activities and shall make an annual report
which shall be printed in the annual Township report or otherwise
made known and available. Minutes of each meeting shall be forwarded
to the Board of Commissioners.
The Board of Commissioners of this Township
may, from time to time, appropriate funds for the expenses incurred
by the Council.
