A fee covering costs to the township for drainage plan review and inspections shall be established by resolution of Salem Township Board of Supervisors. No approval of the drainage plan shall be issued until the requisite fee has been paid. The fee shall be established in accordance with the following schedule:
A. 
Regulated activities involving the construction of buildings. The township shall be entitled to receive a fee as set by resolution of the Board of Supervisors. Where the applicant at the time of application certifies that there is no fixed bid or contract establishing the cost of the construction, the applicant shall estimate the total cost of the construction which shall initially be used for calculation of drainage plan fee. In such cases, prior to the final approval of the stormwater management control facilities by the township, the applicant shall submit final bills for construction to reflect the actual costs incurred. In the event that the estimated costs exceed the actual costs, the township shall refund to the applicant any excess fee; likewise, if the actual costs exceed the estimated cost, the applicant shall remit the additional moneys to the township.
B. 
Regulated activities involving the installation of diversions, piping or stormwater systems, including all ditches, trenches, swales, etc. The township shall be entitled to receive the fees as set by resolution of the Board of Supervisors.
C. 
Regulated activities involving nonconstruction activities. The township shall be entitled to receive the fees as set by resolution of the Board of Supervisors.

If it is determined that a modification to the existing drainage plan is required under § 91-16 of this chapter, a revised plan shall not be approved until the additional fee has been paid by the applicant.
The fees payable by an applicant shall, at a minimum, cover:
A. 
The review of the drainage plan by the Township Engineer as presented in § 91-15 of this chapter.
B. 
The site inspection.
C. 
The inspection of required controls and improvements during construction as presented in § 91-18 of this chapter.
D. 
The final inspection upon completion of the controls and improvements required in the plan as presented in § 91-19 of this chapter.
E. 
Any additional work required to enforce any provisions regulated by this chapter, correct violations and assure the completion of stipulated remedial actions.
